Job Description

Cardno Emerging Markets is seeking a Development Specialist for its Communities, Infrastructure, and Environment practice unit in Arlington, Virginia. The Development Specialist will contribute to project management and business development through direct administrative and operational support to a portfolio of projects. Areas of responsibility include coordination of contractual, financial, and general project support tasks as summarized below. The Development Specialist reports directly to the Project Manager. The Development Specialist collaborates with teams across the globe, and from time to time is expected to conduct field assignments.

Project Coordination:

  • Backstops projects, including monitoring multiple project budgets.
  • Liaises between project and headquarters office teams on all administrative matters, day-to-day problem solving and project support.
  • Independently trouble-shoots common problems and escalates more complex issues to the Manager and follows up until resolved.
  • Coordinates the administrative activities of the project including start-up, recruitment, mobilizing and demobilizing staff, maintaining project files, requesting purchases for goods and services, ensuring submission of project deliverables and close-down.
  • Initiates requests for approvals and coordinates submissions of contracts for Independent Consulting Agreements, subcontract modifications and procurement actions. Identifies and synthesizes potential issues and present possible solutions to Contracts Administrator and project team.
  • Mobilizes consultants.
  • Reviews invoices and project office expenses.
  • Develops and sustains strong relationships with clients and project teams.
  • Helps project teams and consultants comply with contractual obligations.

Business Development:

  • Conducts research and gathers information on new opportunities, clients and teaming partners.
  • Assists with proposal coordination and writing of proposal sections.
  • Tracks client request for proposals.
  • Assists with proposal recruitment process, identifying appropriate personnel for proposals, and ensures that information is appropriately filed in corporate systems.

Technical Assignments:

  • Researches and writes for project deliverables and proposals as required

Eminence Building:

  • Actively participates in relevant eminence building activities.

Required Minimum Education:

  • Required: Bachelor’s Degree

Required Minimum Experience:

  • Required: A minimum of 0-3 years of relevant experience in the international development field.
  • Preferred: Two years of experience—can be a combination of internships.

Knowledge and Skills:

Preferred Qualifications

  • Demonstrated attention to detail.
  • Strong analytical skills.
  • Excellent conceptual, verbal and written communication skills.
  • Proficiency with MS Word, Excel, PowerPoint and Outlook required.
  • Professional fluency in English, written and spoken
  • Working proficiency in an additional language
  • Must be able to travel on assignments to all countries where Cardno implements its projects.
  • Working proficiency in an additional language
  • Experience in international development
  • Business development and/or recruitment experience.
  • Experience living and working in a foreign or developing country preferable.

Physical Demands:

  • International Travel: May travel to assist and/or evaluate projects or potential projects up to approximately 25%.
