Job Description

RTI International Malaysia is seeking applicants Digital Health Lead for the Better Health Programme Malaysia. This 3-year programme is funded by the UK Prosperity Fund from the Foreign and Commonwealth Office and is being implemented across 5 countries in South East Asia as part of a regional effort to address non-communicable diseases. The Better Health Programme (Malaysia) aims to improve prosperity and reduce poverty by improving population health, reducing morbidity and mortality arising from non-communicable diseases. In addition, the programme seeks to address inequities in healthcare amongst women, the poor and marginalized communities to contribute to inclusive economic growth. These objectives will be done through three strategic pillars of the programme: community health; digital health; and health literacy and education.

The Digital Health Lead will be responsible for providing technical leadership and support on the digital health component of the Programme. He/ She will work closely with digital health stakeholders and the in-country team to support implementation of digital health initiatives, including mobile communication solutions and eLearning approaches. The Digital Health Lead will provide project management support and ensuring successful implementation of activities. The ideal candidate will be a Malaysian national with experience in digital health solutions and eLearning approaches. This position will report to the Country Technical Lead, Better Health Programme, RTI Malaysia. The position is based in Kuala Lumpur, Malaysia and the candidate must have the ability to travel within Malaysia for up to 25% time. He/ She is expected to work independently with limited supervision.


  • Provides technical support and day-to-day implementation advice to implement digital health initiatives/ activities under the Better Health Programme. Technical support includes user-centered design, business analysis, and stakeholder engagement.

  • Identifies partnering opportunities and develops and maintains effective partnerships with business owners and technology developers.

  • Assists in-country team with digital health governance and policy, collaborating closely with stakeholders to ensure digital health strategies align with the goals and vision of the Better Health Programme.

  • Designs and facilitates brainstorming and ideation workshops with business owners and subject matter experts.

  • Leads deployment of digital health technologies and implementation of programme activities in collaboration with program staff including:

    • Collaborating with partners to develop an electronic learning platform with content and management systems, using established design principles and practices

    • Collaborating with partners to adapt mobile application(s) to targeted B40 communities

    • Providing support and engagement with targeted B40 users in terms of usage and impact on data

  • Responsible for ensuring appropriate agile project management processes and tools are in place to support effective implementation of digital health initiatives.

  • Contributes to work planning, activity monitoring and general financial management of digital health initiatives

  • Ensures deliverables are on track and high technical quality.

  • Ensure inclusion of marginalized groups across activities in keeping with programme focus on social inclusion.

Education and Experience

  • Bachelors’ Degree and 6 years of experience or equivalent combination of education and experience in information, education and communications, health information systems, public health, or other healthcare-related fields.

  • Ability to translate strategy into actionable plans.

  • Demonstrated practical experience and technical expertise focusing on developing digital platforms and content

  • Demonstrated ability to work and communicate effectively in a cross-cultural environment and collaborate in a multi-agency setting

  • Outstanding problem-solving skills, decision-making skills, resourcefulness, and flexibility

  • Demonstrated leadership in learning to practice and in promoting an open culture of learning.

  • Knowledge and experience working with donor-funded projects is an advantage.

  • Strong interpersonal and relationship /team building skills and high-level communication skills and able to fluently speak, read, and write excellent English.
