Job Description:

Apprio is seeking an experienced Mobile Money Specialist to support our fully funded contract with USAID. The Mobile Money Specialist is a major contributor to the USAID Global Development Lab’s Center for Digital Development (LAB/CDD), will support digital inclusion efforts across the agency’s priorities and with a broad range strategic external partners. This position will work directly with the Digital Inclusion team within the Center for Digital Development.

While the reach of mobile technologies is unprecedented, digital inclusion means more than an available mobile connection. It also means an individual’s ability to afford the services provided, value them, and have the ability to use them. The Digital Inclusion team’s mission is to reduce the “digital divide” by focusing on two areas: 1) Access – expanding the availability of affordable voice and broadband infrastructure–with a focus on including rural populations and 2) Usage – ensuring traditionally underserved populations, with a particular focus on women, can realize the value delivered through digital channels.

The Mobile Money Specialist for Digital Inclusion will serve as a senior technical expert and strategic planning advisor in support of the Digital Inclusion team’s entire portfolio, including projects and activities that are managed from within LAB/CDD and coordinate with those that are managed by Missions, Bureaus, and Offices where LAB/CDD provides technical assistance and support. The Mobile Money Specialist also contributes to the broader Center for Digital Development by playing a leadership role in cultivating networks of partners across the U.S. Government, other governments, the private sector, and civil society; developing strategic collaborations with such networks; and other special Agency priority initiatives that may arise for CDD.

Responsibilities:

Program Management and Guidance

  • Work with Mission and Bureau staff and implementing partners to successfully incorporate digital inclusion solutions into programs agency-wide including identifying and facilitating the use of appropriate implementing mechanisms that best meet program needs, managing field support for such programs, and evaluating their implementation against stated objectives.
  • Proactively provide expert guidance and resolve complex problems that arise during the design and implementation of digital inclusion programs.
  • Initiate contact and manage requests by USAID staff and implementing partners for information and technical support regarding digital inclusion programs.
  • Prepare and disseminate digital inclusion resources targeted to both internal and external audiences, in conjunction with LAB/CDD Communications staff and Legislative and Public Affairs (LPA) where appropriate. These include materials for communications, training, support, and reporting.
  • Organize and coordinate conferences, trainings, and other means of promoting, creating knowledge, and building skills to use digital inclusion solutions.
  • Serve as the subject matter expert for USAID digital inclusion programs.
  • Track programs and provide regular updates to Office and Bureau directors.

Program and Policy Development

  • Providing strategic direction to the Digital Inclusion team’s connectivity policy investments
  • Coordinating U.S. Government agencies’ investments in promoting the free flow of data over a reliable and secure internet across the globe.
  • Meet regularly with Agency staff and partners to develop a deep understanding of their needs, interests, and experiences with digital inclusion programs and solutions.
  • Participate in decisions to fund applied research about digital inclusion
  • Incorporate findings from research and analysis into program and policy development.
  • Identify and design new ways to leverage existing technologies and processes to further USAID development objectives including facilitating best practices for deployment and adoption of new connectivity technologies
  • Convene and participate in working groups with internal and external stakeholders to address issues with internet connectivity standards and processes both internally and within the wider international development community.
  • Offer guidance on connectivity for international development community.

Capacity Development

  • Building capacity within USAID countries of presence at the local level to support NBP implementation in a sustained way. This might include, for instance, facilitating training and knowledge sharing at the state or regional level.
  • Participate in U.S. Government interagency collaborations on internet access
  • Positioning the LAB/CDD team as a thought leader by actively participating in international dialogues on connectivity (e.g. WEF’s Internet for All) and by regularly publishing on relevant topics
  • Fostering strategic partnerships –with the private sector, in-country public sector, civil society, etc. – that strengthen USAID’s ability to realize its connectivity objectives
  • Managing program partners to deliver high-quality, on-time work that advances the LAB/CDD/Digital Inclusion team’s priorities

Educational Requirement: Bachelors Degree in International Affairs, Economics, Public Policy, Business or related field

Certification Preferred: N/A

Required Experience: 7 to 9 years of related experience in international development or the private sector

Requirement Knowledge:

  • Ability to cultivate and manage complex, multi-stakeholder partnerships
  • Ability to effectively communicate with diverse audiences including the technology community, policy-makers across government, and development practitioners and civil society
  • An deep understanding of current and emerging internet technology solutions as well as related policy considerations
  • Creative problem-solving capacity and desire to work in small, fast-moving team while also adept at navigating large, government agency
  • Ability to plan, organize, and implement programs, projects, and activates involving substantial agency resources, or that require extensive changes in established procedures.
  • Excellent written and oral communication skills including preparing communications materials, training and support resources, presentations, and reports for diverse audiences ranging from beneficiaries in developing countries to executive-level decision-makers.
  • Proven track record leading cross-functional teams across sectors and geographic regions.
  • Having the ability to influence and lead without authority are key to the success of this role.
  • Evidence of problem-solving skills and initiative.
