Overview:
URC is searching for an experienced Clinical Lead for the anticipated five-year $30M USAID Cure TB Follow on Activity in Kyrgyzstan. The purpose of the Cure TB Follow on Activity is to increase capacity building, logistics management, mHealth, and community services and mobilization to transform health systems and reduce the burden of DR TB in the Kyrgyz Republic.

Responsibilities:
As a member of the Senior Management Team, the MERLA directly oversees all aspects of USAID Cure TB Follow on Activity monitoring, research, evaluation, learning and reporting. He/she manages, analyzes information and reports to the Chief of Party (COP) and provides the project team, including local and international partners, with feedback on progress toward the achievement of key results as stated in the annual workplans and Performance Management Plan (PMP). MERLA ensures that the Activity collects, analyzes, and disseminates timely, accurate and quality data consistently and timely, aggregates project-generated knowledge and lessons learned through routine monitoring and evaluation of the project activities. S/he will have both relevant technical and program management experience. S/he will mentor and supervise a team of technical specialists who manage the different technical components of the Activity.

The roles and responsibilities include, but are not limited to, the following:
  • Develop and refine the overall project PMP and key performance indicators (KPIs) ensuring that all project components have end-of-the-project and annual indicators (inputs, output, outcomes, and impact), established baselines and measurable and achievable targets;
  • Work with the Activity team and collaborate with Cambodian counterparts on data collection, analysis, interpretation, presentation, and reporting;
  • Establish and oversee the Activity database, including data verification, entry, and cleaning;
  • Identify and advise the Activity team on implementation of innovative solutions to data collection and monitoring;
  • Identify and mitigate challenges in the project data management that impact effective implementation;
  • Promote the shared responsibility of the project MERL function among the project team through regular meetings, trainings, and communication;
  • Provide timely qualitative and quantitative information to the project team on the project quarterly and annual progress reports, programmatic updates, success stories, briefs, newsletters, as required;
  • Keep updated on developments in MERL best practices, relevant to the project;
  • Keep abreast of Cambodia’s health and socio-economic statistical indicators and provide timely updates to the project team to ensure effective planning and adapting the project activities;
  • Conducts gendered political economy analysis in Cambodia on the routine bases to help project staff to think and work politically;
  • Contribute to the development of the Activity annual work plans;
  • Conceptualize, and conducts additional research activities as required by the project;
  • Supervise and mentor MERL staff;
  • Represent the project at external technical events, including conferences, webinars, and other events, as required;
  • Travel to project sites to provide on the ground technical assistance to project staff, partners, and counterparts;
  • Ensures the project compliance with the donor branding and marking requirements.
Qualifications:
  • Master’s degree in public health, epidemiology, social sciences, or a related degree with relevance to health data management;
  • Seven (7) years of progressive experience in managing research, monitoring and evaluation in TB, health or other social sectors;
  • Seven (7) years of experience working with donor funded projects
  • Strong analytical abilities and participatory management style;
  • Proficient in database management and data analysis;
  • Superb interpersonal, communication and presentation skills;
  • Spoken and written language proficiency in English;
