Job Description

Position Mandate

The Director leads Resonance’s growing portfolio of work in Monitoring, Evaluation, and Learning (MEL). They will lead the MEL team in technical and project management functions, manage Resonance’s MEL portfolio and lead business development efforts for this technical area. They will also lead efforts by the MEL Team to provide MEL specific technical support to the larger firm.

This is a full-time position based in Washington, DC, or Burlington, VT, reporting to the VP, Government Services, with regular travel to developing countries to support project implementation activities and business development efforts.

Outcomes and Essential Functions - Business Development

· Drive growth of the MEL portfolio and the firm by identifying and tracking relevant opportunities and liaising with potential partners

· Support the development and refinement of MEL products and services that align with Resonance’s overall strategy.

· Lead strategy and design during capture and proposal development processes, providing guidance and vision to proposal teams and serving as Proposal Chief and/or technical writer

· Streamline approach to MEL Plan development for prime proposals across Resonance

· Build lasting relationships with clients based on shared value, trust and a commitment to a better world

Outcomes and Essential Functions - Client Engagement & Project Delivery

· Manage project implementation teams to create and deliver innovative solutions

· Serve as client engagement lead with various stakeholders

· Develop and grow long-term relationships with project personnel to ensure effective project delivery

· Ensure project compliance and lead troubleshooting of compliance issues

Outcomes and Essential Functions - Technical Direction & Thought Leadership

· Promote Resonance as a leader in the MEL space by representing the firm at industry conferences and events

· Oversee the development of blog posts, articles, white papers and other content that demonstrates Resonance’s expertise in the MEL space

· Liaise with the Knowledge Management and Innovation Teams to foster a strong culture of learning at Resonance

Outcomes and Essential Functions - Team Leadership

· Recruit, hire, and retain a team of high performers in the MEL practice area

· Provide effective day to day management of relevant MEL team members

· Cultivate the next generation of leaders through effective professional development of team

Required Education, Experience & Competencies

· Advanced degree in international relations, statistics, business administration, or related field

· 10 or more years of project management experience in the international development or business context, including oversight and implementation of MEL Platform projects and other M&E systems

· Demonstrated expertise in program design, including assessments, evaluations, indicator selection and MEL plan development

· Extensive experience with a wide array of research and evaluation methodologies (e.g. quasi-experimental design and complexity aware approaches)

· Experience leading or designing Collaborating, Learning, and Adapting (CLA) approaches for clients such as Pause and Reflect sessions, Learning Agenda development, and/or other adaptive management activities

· Experience using SPSS, STATA, Dedoose, NVIVO, Power BI, Tableau or other analytical and data visualization platforms

· Familiarity with USAID, DOS and/or other donor policies and processes, especially ADS 201, and other MEL policies and guidance

· Experience designing and implementing M&E training / capacity building programs for international organizations;

· Experience leading MEL proposal development

· Demonstrated track record in facilitating cross-sector collaboration, preferably for international companies, NGOs, donors or foundations operating in Africa, Asia, Latin America, and/or the Middle East

· Outstanding verbal and written communications skills, strong organizational skills

· Strong interpersonal and relationship-building skills; demonstrated ability to effectively manage and develop a team

· Ability to travel up to 30% on short notice

· Eligibility to work in US

Preferred Education and Experience & Competencies

· Fluency in French, Spanish, or Arabic preferred

· Experience serving as a Chief of Party or Deputy Chief of Party for MEL-oriented contracts

· Experience as a Team Leader for a Performance Evaluation, Data Quality Assessment or other MEL assignment
