Job Description

GENERAL FUNCTION

Under the supervision of the Senior Director, Program Support, the Director of Business Operations’ primary responsibilities are to provide high-level mentoring, onboarding, training and support to the Internews’ Business Manager and Business Officer roles across the organization, to support global and US programs operations, and to resolve business process and integration issues related to Internews’ US and Europe-based sister entities. The Director of Business Operations acts as a key liaison between operations and program teams in both the US and Europe. This position will ensure standard practices and consistent quality of work across business operations with a focus on support and problem solving and be part of the organization’s senior leadership team.

ESSENTIAL DUTIES AND RESPONSIBILITIES are listed below; other duties may be assigned.

Business Management Oversight – 50%

  • Onboard and mentor new Business Managers and Officers throughout the organization;
  • Support Regional Directors in the recruitment and hiring process for new Business Managers and Officers;
  • Ensure consistency of standards for Business Management across the organization;
  • Oversee and provide quality control for the work product of junior business officers, and in some cases provide financial analysis for smaller portfolios;
  • Ensure that financial and business operations issues impeding the implementation of programs are resolved, through a combination of direct effort, guidance, referrals to other team members, and surge support;
  • As needed, provide surge support to PMUs, country offices and large projects during peak business development periods or during periods of transition for Business Managers and Officers;
  • Provide analytical and business support to Regional Directors and Senior Program Officers as needed;
  • Serve as key liaison and issue escalation point with for business process issues across all departments;
  • Prepare advanced financial analysis & reporting across all program departments using ERP system;
  • Support implementation of policies, procedures and audit finding responses;
  • Support and, when needed, lead on projecting future revenues and labor allocations for program departments.

Global and US Programs Operational Support – 25%

  • Provides financial control and budget analysis for centrally-managed and US-based programs;
  • Conducts labor analysis for HQ-based program support staff;
  • Track and manage spending for indirect budgets of the program support teams;
  • Conducts revenue analysis based on total spending and projected new business;
  • Prepare and deliver periodic analyses of the performance of centrally-managed and US portfolios;
  • Develop and monitor the subgrant budgets and subcontracts of these portfolios. May include:
    • Direct Budget/Agreement Negotiation with Subrecipient (calls and emails)
    • Following up with Subrecipient to get responses
    • Following up with Programs to get responses related to subgrant SOWs and budgets
    • Initial Review of Financial Reports
    • Direct Report/Payment Clarification/Negotiation with Subrecipient
    • Following up with Programs to get field approval of Subrecipient Narrative Reports
    • Payment request/WTR
  • Travel Tracking – document for Grants and Contracts. Reconcile field tracking and ERP tracking;
  • Provide initial fund check for scheduled disbursements;
  • Monitor and resolve financial obligation issues with funders;
  • Conduct partner’s site visits;
  • Manage expense reports, vouchers, and process payment requests;
  • Assist in the development of Resource Sharing Agreements and other shared cost instruments for projects conducted with European funding;
  • Other duties as assigned.

Corporate Integration – 25%

  • Main point of contact for business process integration across Internews’s US- and UK-based alliance partners;
  • Troubleshooting for integration issues across program finance, budgeting, and grants and contracts management;
  • Provides recommendations on improved businesses processes to executive management and ensures decisions are executed;
QUALIFICATIONS
  • Relevant university degree required; Masters in related area such as finance, accounting, management, or public administration
  • Eight to twelve years of relevant experience expected, international development experience strongly preferred
  • Proven ability to drive organizational change and adaptation, with proven results
  • Experience with non-profit project and portfolio management as well as developing or supporting USAID and European donor funded programs
  • Experience with financial analysis and financial management
  • Proven availability to develop grant budgets and budget notes, very good knowledge of excel a must
  • Experience with legal/regulatory issues and/or policy advocacy a significant asset
  • Excellent written and spoken English. Additional language skills such as Spanish, Arabic, French, Russian or others a plus
  • Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate
  • Excellent communication skills: speaking, writing, and listening
