Job Description

Devex is assisting a nonprofit humanitarian relief and development organization in their search for a Director of Engineering.

The Director of Engineering leads SES II’s Engineering Department, the unit within SES II responsible for planning and delivery of Essential Services projects in Syria. The Director manages a team of qualified engineers covering a variety of different engineering disciplines, in Amman and in Syria. The Director of Engineering reports directly to the Chief of Party, and also engages with high-level stakeholders inside and outside Syria on strategic and management issues related to stabilization and community resilience, with an emphasis on Essential Services.

Responsibilities

The responsibilities of the Director of Engineering include:

  • Program management and strategy. The Director of Engineering is one of the two senior technical positions within SES II, directly advising the Chief of Party. As such, the Director is expected to actively contribute to and/or lead initiatives such as program performance improvement, reorganization, and refinement of strategy. SES II aspires to be a program which continually improves its performance and adapts to the changing needs of its donor and Syrian people. The Director of Engineering is expected to be one of the key actors within SES II for realizing this aspiration.
  • External relationships. SES II builds and maintains relationships with key stakeholders inside and outside Syria in order to improve coordination and advance program objectives. The Director of Engineering is expected to engage actively with stakeholders related to Essential Services, within parameters established by the donor and the Chief of Party. The Director of Engineering is expected to be an effective voice for the program, at both technical and strategic level.
  • Project design and development. The Engineering Team is responsible for the development of Essential Service projects based on priorities articulated at the community level. The team also supports the development of projects by other teams when those projects include a physical rehabilitation component. The Director of Engineering ensures that project designs are high quality and done in a timely fashion. The Director is expected to deliver solutions that work in Syria, and to introduce innovative solutions wherever possible.
  • Grant development. SES II issues grants to beneficiaries in Syria to implement projects for Essential Services, livelihoods and capacity development. The Director of Engineering ensures that the grants team is given the support necessary to develop grants accurately reflecting the technical design of essential services projects.
  • Contracting. SES II delivers some specialized technical assistance and ‘rapid reaction’ projects through external providers. The Director of Engineering oversees the technical aspects of the procurement of external providers, helping to ensure that quality of work and value for money is delivered.
  • Quality assurance. The Engineering Team verifies the technical quality of work done by grant recipients and contractors on essential services projects. The Director of Engineering ensures that the quality assurance process is efficient and effective. The Director is expected to develop flexible and innovative approaches to the task of quality assurance done in the context of an active conflict, through remote management.
  • Planning and budgeting. The Director of Engineering is responsible for planning and budgeting of the Essential Services component of SES II- the largest part of the program by value. The Director is required to develop effective approaches to budgeting and planning that balance the need for accuracy over forecast periods with the flexibility required by acting in an active conflict environment.

Qualifications

  • Bachelors’ degree in engineering, or related field; Masters’ Degree or advanced professional qualifications are preferred
  • At least 10 years’ experience in international development, managing engineering and/or essential services projects with an emphasis on stabilization activities
  • Previous experience as Deputy Chief of Party, Program Manager or similar position (or higher)
  • A demonstrated track-record of management in USG funded programs, including significant experience of USAID-funded programs
  • At least 2 years’ experience working in conflict or post-conflict countries
  • Fluent written and spoken Arabic
