Job Description

Opportunity:

Results for Development (R4D) is seeking an experienced Director of Grants Administration to join our growing Finance team based in Washington, D.C. and will report directly to the Chief Financial Officer (CFO).

Working with our Procurement and Contracts team and the projects teams, the Director of Grants Administration will lead all grants accounting activities and apply GAAP to manage and oversee pre and post-award administration of multiple and complex grants, sub-grants, contracts, and sub-contracts to ensure strict compliance with donor requirements and R4D’s internal policies and procedures.

Responsibilities:
New Business Development and Project Budgeting Support:

  • Develop and monitor rates for R4D proposal development (e.g. Loaded Rate Schedule, Consultant Rate Schedule and other proposal rate schedules)
  • Work with CFO and Executive Team to develop and maintain appropriate project budgeting guidelines for the overall organization (including allowances for management time, communications, recruiting, etc.)
  • Work closely with program teams to develop and review all proposed grant and contract budgets prior to submission to ensure consistency with proposal requirements, accuracy in calculations of salaries, direct and indirect expenses, and compliance with the donor’s established rules and regulations
  • Support program teams in negotiations with funders, if necessary
  • Track and source data for pipelining, maintain a robust database with wide array of information about each of our prospects
  • On a monthly basis, aggregate submitted budgets by portfolio and maintain an accurate organization-wide pipeline of all forecasted, submitted, and awarded projects currently under development, including probability of win

Project Management Support:

  • Maintain strong partnerships and positive working relationships with all project teams, effectively balancing a customer-oriented problem-solving mindset with the role of ensuring compliance and adherence to internal and external policies and protecting organization-wide finances
  • Lead finance related agenda items for all project kick-off meetings ensuring a clear understanding of objectives, roles and responsibilities among finance and project staff related to project budget, funding mechanism, reporting requirements, and contract agreement
  • Review all proposed R4D grants, contracts and sub-grant agreements and applications to ensure compliance with Terms of Contract and grant agreements between R4D and its funder (both federal and private)
  • Generate monthly project budget reports and review with project manager
  • Provide support to program staff, based in DC and overseas, in monitoring and revising portfolios and program budgets throughout the year and life of the project(s)
  • Support program staff in identifying courses of action when projects do not perform as originally budgeted
  • Serve as technical and trusted resource for the organization who possesses knowledge on the policies of all of R4D’s US government, foundation, and foreign government donors, including USAID rules and regulations
  • Provide regular training on budgeting, grants and contracts management processes and related financial policies to all project staff; If needed, create or update trainings
  • Alert program staff to any required reports to funders and assists with development and submission
  • Support closing out of all contracts and grants and projects
  • Supervise a team that includes a Finance Officer and Project Accountant as well as any future project level finance and administration support

Finance Liaison:

  • Develop R4D’s annual indirect and fringe cost proposal for negotiation of final rates
  • Work closely with the CFO to develop the annual budget for the R4D management team by:
    • Serving as advisor to program staff in formulating their budget submissions
    • Reviewing proposed budget submissions from program staff for accuracy and completeness prior to inclusion into the annual budget
    • Ensuring all submitted budgets meet R4D standards (i.e.: award letters are on file; all appropriate overhead costs are captured etc.)
  • Ensure grants and contract budgets align with institutional budgets and forecasts
  • Ensure key processes and systems are in place to manage grant risk assessments, donor financial compliance, and reporting management processes
  • Ensure the accurate billing of R4D’s clients and funders according to the terms outlined in grants and contracts
  • Provide support to the CFO in developing quarterly and annual financial reports that rely on contract related data
  • Work closely with members of Finance Team during annual audit to ensure all relevant information is transmitted to the auditors in a timely manner

Financial Planning and Analysis:

  • Work with portfolio managers on a quarterly basis to project staffing coverage/needs for the next 6-12 months and identify any shortages or over-commitments
  • Develop reports and analysis forecasting budget performance across programs and institutional financial positioning at the direction of the CFO
  • Assist the CFO and R4D’s Management Team on special projects requiring financial analysis/guidance related to portfolio and program budgets
  • Work with managers and other members of the Finance Team to streamline internal financial reports and reporting processes to deliver more efficient, effective, and more useful reports and analysis
  • Perform appropriate budget analysis to ensure budget submission revenue and expense projections are realistic and achievable based on known capacity constraints; Informs CFO of any potential problem areas
  • Prepare data to present to R4D’s Management Team and Board

Qualifications:

  • 8-10 years of project-based accounting experience required with a BA or MA in finance, accounting or business with emphasis in finance
  • Expert knowledge of government grants and contracting rules and regulations, particularly USAID
  • Prior experience working in similar roles at an international NGO
  • Strong financial analysis capability; Understanding of project management/project delivery concepts and tools;
  • Ability to translate financial concepts to non-financial project managers verbally and through effective graphic presentation of data
  • Experience leading formal and informal trainings; Excellent communication skills and strong interpersonal skills
  • Prior people management experience and experience managing foundation funding, preferred
