Job Description

Corporate-Level Senior Management (10%)

  • Leads through example, offers and implements constructive and practical solutions and takes a lead role in implementing current and revised policies, procedures, and systems Company-wide
  • Plays a leadership role in developing and executing the corporate Annual Strategy and in attaining the corporate annual goals (as tracked by the key performance indicators)
  • Through sound financial management ensures QED attains its annual financial goals
  • Contributes to key financial decision-making
  • Strengthens QED’s positive corporate culture. Builds synergies with other divisions, groups, and practices through high level advice and counsel including but not limited to strategy development, market identification, marketing QED’s products/services
  • Supports other groups and practices in attaining their goals/targets
  • Plays a leadership role in thought leadership and in marketing and communicating internally and externally about QED’s successes in the ME&L market
  • Works with other directors/practice areas to integrate and cross sell ME&L and other practices
  • Provides leadership participating in corporate initiatives that contribute to its organizational strategic thinking or cutting-edge ideas that improve QED’s work and competitiveness

Practice, Project, and Contract Management (40%)

  • Responsible for ensuring effective implementation of QED’s USAID focused projects on Monitoring, Evaluation, and Learning including but not limited to Agency and Mission ME&L strategy and systems development, project-level monitoring and verification, data quality assessments, ME&L capacity building, assessments and project design, mid- and final performance evaluations, and impact evaluations
  • Supervises ME&L Practice staff and Program Managers to ensure compliance, delivery of quality products, and adherence to the terms of each contract; ensures contract compliance, schedule of delivery, and financial performance
  • Ensures that ME&L contract deliverables are on schedule and meet QED’s standards. Ensure compliance with the contract terms and conditions and USG rules and regulations
  • Serves as the primary QED corporate liaison with relevant USAID bureaus, offices, and missions; prime contractors and subcontractors; resolve corporate level issues that arise with clients, prime contractors and sub-contractors
  • Manages the allocation of time and responsibility for each ME&L team member and short-term personnel; regular review performance and provide feedback to ME&L team members through informal and formal mechanisms including regular team meetings, individual meetings, and annual performance reviews
  • Mentors ME&L staff and strive to maintain a high level of staff retention through staff development, career growth opportunities, and staff loyalty
  • Ensures appropriate financial management for ME&L indirect budget and cost allocation; manages ME&L Practice Overhead and General & Administration annual budget in accordance with the annual strategy to achieve key QED key performance indicators; ensures that billability targets are attained
  • Works in conjunction with other practice areas to identify synergies and contribute towards development of proposals
  • Acts as Project Director on assigned projects:
  • Participates in monthly contract reviews of projects; reviews burn rates against ceiling, revenue utilization rates, and gross margin monthly. Takes proactive steps to drive revenue for prime contracts and ensure QED percentage on subcontracts
  • Assists in technical aspects of managing projects, including work plan development, budget monitoring, and reporting
  • Ensures appropriate thought leadership and communications pieces are coming from the project, highlight pain points for innovation or opportunities for piloting innovation activities
  • QA/QC and Compliance: Ensures contract deliverables are met and CPARs are stellar
  • Supervises COP or equivalent and other field staff and consultants, as appropriate; ensures JDs are up to date, approve leave, and ensure individual performance of project staff is on track
  • Approves financial transactions as needed and within individual signature authority

Business Development (50%)

  • Identifies potential MEL new business opportunities and lead go/no go decisions using established criteria and tools
  • Improves MEL win rate by engaging in early capture including pre-proposal planning, prioritizing bid opportunities, leading reconnaissance trips to the field, identifying potential partners (U.S., local, and international partners), participating in teaming discussions and negotiations, identifying key staff and develop a ‘win strategy’ by developing the ME&L strategies, systems, and team to do so
  • Assigns staff to manage the ME&L capture process
  • Leads go/no-go decisions using the established, objective criteria and tools
  • Identifies, manages, clearly communicates and assigns staff to the MEL opportunities
  • Manages and writes competitive and compliant technical proposal submissions to USAID, other USG agencies, and donors in accordance with RFPs, RFQs, RFTOPs, and the annual new business strategy
  • Supervises staff and senior technical advisors/writers and other critical MEL practice staff and consultants involved in MEL new business efforts
  • Leads pre-proposal planning efforts including identifying potential M&E new business opportunities, prioritize bid opportunities, conduct research and lead reconnaissance trips to the field, identify potential partners (U.S., local, and international partners), and participate in teaming discussions and negotiations
  • Participates in formulating competitive and compliant pricing strategies and contribute to the completion of cost volumes with QED’s BD and pricing staff
  • Contributes to the recruitment of long and short-term staff for competitive bids; coordinates recruitment with QED’s BD and Recruitment teams including identifying potential candidates, interviewing and vetting prospective candidates, and participating in final candidate selection
  • Participates actively in cross selling MEL across other practice areas and also selling other practice areas in addition to MEL work. Identifies potential leads on recon trips
  • Proactively works with the regional BD lead in India to develop new work in the region


  • 10 to 15 years of progressively more senior level experience required;
  • At least 7 years of experience with ME&L, sustainable development, data analytics or other services related to QED’s practice areas;
  • At least 3 years of managing a complex portfolio of contracts and supervising staff;
  • Experience in at least one of the following; economic growth, food security, democracy and governance, or international health programs;
  • Demonstrated ability to write winning proposals;
  • Demonstrated ability to coordinate with Project Directors and Chiefs of Party managing overseas international development programs;
  • Demonstrated ability to organize and effectively communicate results and impact to a variety of audiences;
  • Ability to travel up to 20 percent of the time to developing countries;
  • Master’s Degree in a relevant field or equivalent experience required;
  • Experience in establishing effective partnerships within and outside the organization;
  • Leadership and planning skills; and
  • Superior communication and relationship building skills.

The Director maintains overall responsibility for the successful execution of the QED’s portfolio of Monitoring and Evaluation contracts. The Director will ensure that QED delivers high quality deliverables that meets or exceeds the terms of our contracts, ensure sound financial management, maintain positive client working relationships, and ensure compliance with QED and client policies and procedures. The Director of ME&L leads and guides QED’s efforts through all phases of new business development for ME&L bid opportunities. The Director supervises and mentors junior staff, encourages career development and growth, and retains qualified staff.
