The Director of Monitoring, Evaluation, and Learning is a full-time position for an upcoming award in Burkina Faso and Niger to strengthen and improve the quality of health, family planning and nutrition services provided by local clinics and referral centers. It will also strengthen government systems of support and oversight for village health workers, community engagement in health service delivery accountability, and assist in developing linkages among health services and with other development sectors. The mechanism will provide a means of involvement and collaborative ideation by a wide spectrum of participants from family planning, maternal child health, nutrition, communities, and the health sector.

Palladium is hiring a Director of Monitoring, Evaluation, and Learning to lead this aspect of the RISE II Health Services Delivery Activity. The Director of Monitoring, Evaluation, and Learning will coordinate and manage all monitoring, evaluation and research tasks and deliverables for the project and ensure that all required reports and documentation for the project’s internal management systems and for external reporting are produced according to USAID/Senegal guidelines. S/he will link M&E data to a process of learning and adaptation.

Location: Ouagadougou, Burkina Faso

* Develops and implements a framework for project results measurement, accountability, learning and development effectiveness that will measure and report RISE II HSD success, including articulation of “theories of change” that affect what RISE II HSD does and how it does it
* Supports prioritization and regular use of health information by MOHs and subnational health sectors, leveraging routine information systems to extent possible, and supports prioritization of indicators and strengthening of data to strengthen effective governance, coordination, and accountability of health services by MOHs and subnational health sectors;
* Provides leadership and technical oversight, support and direction on performance monitoring at the central and country levels
* Responsible for report requirements on project delivery to USAID
* Ensures that the RISE II HSD MEL system adheres to USAID guidelines and meets the needs of the program for learning, analysis, and reporting
* Ensures that lessons learned and best practices are captured, synthesized, reported, and disseminated
* Heads the RISE II HSD efforts at developing and implementing an effective knowledge management system to ensure lessons and best practices are incorporated into ongoing interventions and innovative approaches
* Leads development, selection, and application of M&E processes and tools
* Provides strategic guidance on MEL activities and oversees MEL activities across country programs, including indicator selection, baseline assessments, and targets setting
* Helps promote a culture of learning and adaptive management within the project team
* Supervises, trains, and mentors the RISE II HSD MEL team, including in-country M&E specialists
* Oversees and advises on information management processes by reviewing data collection efforts, overall data reliability, consistency, and quality
* Reports directly to RISE II HSD Chief of Party
* Master’s degree in Monitoring and Evaluation, Statistics, Public Health, or related field;
* Fluency in French and professional proficiency in English is required
* Strong writing, reporting, and presentational skills in French and English
* Relevant experience M&E in the health sector, preferably working on USAID funded programs
* Strong experience in gathering, organizing and analyzing large amounts of data as well as the ability to design and implement manageable, transparent M&E systems that report progress against indicators throughout the life of the project
* Solid understanding of USAID regulations and M&E reporting requirements, preferably in the health sector
* At least three years of management and supervisory experience
