Job Description

Devex is assisting MEDA in identifying candidates for the Director, Proposal Management to be based in Waterloo, ON (MEDA HQ).

Position Summary

Reporting to the VP, Programs and working closely with the Regional Directors (RD’s), the Director, Proposal Management will manage and coordinate MEDA’s proposal process. This will include streamlining business development systems and reporting; supporting new business development initiatives through research and analysis; guiding regional coordinators in business development support; and ensuring the development of consistent, accurate and coherent proposals. The Director, Proposal Management will contribute to MEDA’s impact to business solutions to poverty through the development of proposal process systems resulting in successful proposals. Occasional domestic and international travel may be required.

Key Accountabilities

Partnership Development (33%)

  • Contributes to negotiating and coordinating the co-creation of proposals and funding applications, in order to finance partnership and business plans to meet MEDA’s goal of creating decent jobs for 500,000 people by 2030
  • Supports RD’s in the coordination and process of partnership development to meet the funding needs of country teams and of multi-stakeholder and multi-donor consortia
  • Reviews funding requirements with program/project/partnership teams to achieve their impact goals and helps to identify potential funding sources that fit those needs
  • Develops and maintain relationships with staff in funding organizations, such as country desk officers, directors, leads and grant managers
  • Contributes to identifying potential funding sources

Proposal Development (50%)

  • Supports RDs, Country Directors and relevant partners to convene the team of experts who will develop the proposal, and ensures assignments are clear
  • Leads the storyboarding process with the proposal team to ensure it is aligned with priority funding opportunities, develops win themes, and creates a detailed outline of the technical proposal
  • Leads development of proposal timelines through consultation with stakeholders
  • Manages workflow to ensure proposal team members have adequate heads-up and deliver their contributions within established timelines
  • Ensures proposals are compliant with RFP / ToR / funder requirements
  • Ensures consistency of writing style and identified win themes are reflected in proposal
  • Supports budget development and supports budget review process to ensure timely review and adequate discussion
  • Ensures full alignment between proposal and funders’ financial, administrative and programmatic guidelines

Process and Data Management (17%)

  • Reviews and re-designs/streamlines MEDA’s existing proposal development process
  • Contributes to establishing and managing systems to document, store and efficiently use examples of past project experience for proposal design
  • Liaises with staff in Digital Solutions and Programs to ensure the efficient and timely management and accuracy of all information generated in relation to and during the proposal development process

Position Qualifications

Education: Bachelor’s degree minimum; Graduate level degree in applicable area of expertise, this may include an MBA, a Masters in Project Management, International Economic Development, or related field is preferred

Experience: Proven track record of at least five (5) years of new business development and proposal development experience

Languages: Fluency in English and proficiency in French, Spanish or other languages would be a strong asset

Additional Qualifications

  • Appreciation and support of MEDA’s mission, vision and values
  • Understanding and appreciation of business principles, international development and MEDA’s approach of creating business solutions to poverty
  • Familiarity with bi and multi-lateral governmental agencies, donors, government and non-governmental organizations and other development agencies
  • Willingness and availability for domestic and international travel as required
  • Knowledge of proposal requirements and submission processes of MEDA’s main donors, including USAID, GAC, Foundations and other funding agencies
  • Demonstrated experience supporting new business development initiatives and managing successful proposal development processes, including selection and management of consultants
  • Experience with project management and database software
  • Knowledge of emerging field of blended finance
  • Professional experience living and working in the Global South
  • Strong team building, relational, interpersonal and communication abilities and skills
  • Excellent skills in key computer software
