Position: District Monitoring and Evaluation Officer (6)
Location: Muchinga (3) and Northern (3)
Reporting to: Provincial Monitoring and Evaluation Coordinator
Main Purpose of the Job: Reporting to the Provincial M&E Coordinator and working with the DHIO, the District M&E Officer will support the implementation of the Programme and Ministry of Health (MOH) M&E Systems. He/She will be responsible for monitoring and evaluation functions by timely collecting, analysing and reporting data for guiding decisions making for program implementation improvement.
Qualifications and Experience:
- Grade 12 School Certificate
- Must have a Degree in Social Science or any data relevant field or a Higher Diploma in IMIS
- 2 - 3 years’ experience in data management and analysis procedures
- Minimum of 2 years’ work experience with at least 1-year experience in managing HIV/AIDS-related data, including data verification / quality assurance
- 1-year experience working with MOH data management/M&E systems (from patient-record level to DHIS level) and
- Atleast 1-year data collection or entry experience in the health sector
- Training in M&E
- Training on DHIS
- Knowledge of HIV/AIDS
- Post-matric certificate in computer literacy including Excel, OR equivalent experience
Key Performance Areas amongst others include:
Data Collection:
- Ensure that data collected from health facilities is accurate and consistent by providing technical support on a quarterly basis.
- Ensure data is collected from all the implementing institutions before the 6th of the following month
- Follow up all health facilities that have not submitted data to the DHO and provide technical support by 7th of the following month
- Carry out monthly visits and conduct EHR data entries for all ART sites
Data analysis and Reporting:
- Compile report and submit to Provincial M&E Coordinator and SHIO by the 15th of the following month.
- Compile quarterly reports before the 15th of the month following the end of a quarter
- Work with DHO program officers to analyse data collected from health facilities by 10th of the following month.
- Display updated analysed performance indicator graphs by 15th of the following month
- Provide Monthly feedback within 5 days after the data export date to facility manager and service points by means of updated graphs on selected indicators and display it in the facility,
- Import facility Transport Databases (TDBs) into district level SmartCare to merge them at that level
- Check whether all TDB files have been received and follow up outstanding export files
- Conduct import validations
- Ensure that detail is correct when updating existing records, accepting new records and matching records
- File records needed to meet monitoring and audit requirements and store safely
- Analyse, interpret and use information for remedial interventions to optimise patient care and facility performance
- Develop action plans in collaboration with facility staff for indicators that reflect poor performance in a locked facility.
Data security, dissemination and utilization:
- Provide monthly feedback to facility staff with regard Data quality (timeliness, completeness and accuracy of data) and Program-related indicators highlighting good performance and service delivery shortcomings
- Ensures security of data by use of back-ups weekly
- Provide data to management when needed for decision making
- Timely advise DHD/ Provincial M&E Coordinator on warning indicators
- Quarterly input to facility review meetings on data quality (emphasising timeliness and completeness) and program performance with recommendations to optimise data quality
- Update antivirus software regularly (for data security purposes)
Optimisation of DHIS data quality:
o Patient clinical record reviews
o Verification that data in registers and on summary forms correlate
o Filing practices for clinical records and data collection tools as required for data verification and audits
o Keep dated and signed records on spot checks done
- Ensure that all hard copies of data collection tools kept as prescribed by government policy
- Ensure that facilities are ready for an audit at all times
