Program / Department Summary

Mercy Corps has been meeting the needs of conflict-affected communities inside Syria since 2012. Mercy Corps Syria currently operates from Jordan, Syria and Lebanon with an experienced team of staff and partners who are supported and led by a Country Team based in Amman that ensures consistent, technical and quality driven programming. Mercy Corps implements a range of activities aimed at supporting positive coping strategies by addressing the basic needs of vulnerable families while strengthening opportunities to generate income, increasing access to livelihoods creating protective environments, and providing humanitarian services to respond to life-saving needs.

General Position Summary

Since September 2014, humanitarian actors responding to the Syria crisis have been working in partnership and in accordance with the humanitarian architecture, including the Humanitarian Coordinator for Syria and the Deputy Regional Humanitarian Coordinator on joint planning, programming and reporting mechanisms to ensure a harmonized and coordinated response. North East Syria (NES) is a key component of this approach, with the presence of local NGOs, INGOs and UN Damascus sub-offices, jointly operating to respond to humanitarian needs.

INGO coordination falls under the NES NGO Forum which, in the absence of OCHA and other UN Coordination bodies, performs an outsized coordination function, including sector coordination, which is led by INGO-hosted Sector Coordinators. Sector Coordinators are responsible for all cluster/working group functions for NGOs, working closely with UN counterparts, including identifying needs and gaps, coordinating and mapping response, the monthly collection of 4Ws, and advocating with relevant stakeholders to ensure that the sector priorities are reflected in strategic discussions. So far, there has been no Emergency Response (ER) Coordinator at NES level. Instead, there is a joint UN-INGO Co-coordinator for the ER Cluster based out of Turkey, responsible for North West Syria, along with a dedicated focal point for Cross-border ER coordination based in Amman.

With technical support and guidance from the ER Coordinator based in Amman, the NES Early Recovery Sector Coordinator will be responsible for collecting 4W matrix from all actors, including non-humanitarian actors. The Sector Coordinator will chair ER Sector meetings and streamline early recovery into existing Sector Working Groups, where ER activities also constitute a key component within other sector response plans. The ER Sector coordinator will work closely with the NES NGO Forum, NES Inter-Sector Working Group (ISWG) and with the ER Coordinator.

Essential Job Responsibilities Coordination and Communication
  • In coordination with NES ISWG prepare needs assessments, analysis and profiling as required, including livelihoods, damage assessments, governorate profiles.
  • Maintain close liaison and communication with the ER Coordinator based in Amman to ensure efficient and coordinated planning, programming and collaboration mechanisms.
  • Identify opportunities for and approach to engaging with local technical committees across NES
Guidance and Technical Support
  • Mapping ongoing activities, focusing on ER related activities in NES, including infrastructure rehabilitation works, across all sectors.
  • Ensure the application’s adherence to common standards and guidelines.
  • Support the ISWG to ensure that ER and resilience approaches, including accountability to the affected populations are mainstreamed.
  • Provide practical support to humanitarian actors and identify opportunities and constraints for expanding ER and resilience-building programming: lending technical support to NGOs and agencies in program development to strengthen the elements of early recovery;
  • Provide guidance and context-sensitive advice on ER practices and standards and identify capacity and knowledge gaps and needs.
  • Develop the capacity of local partners, sector members and other agencies’ staff on ER and resilience programming in close collaboration with ER Coordinator, relying on existing best practices and expertise.

Accountability to Beneficiaries

Reports Directly to: Director of Programs

Knowledge and Experience
  • BA in social sciences or related field. Master’s Degree or equivalent is preferred.
  • Minimum 5 years’ related experience.
  • Previous experience with Cluster, Working Group and Sector coordination preferred.
  • Experience in humanitarian response and recovery operations (complex emergencies and/or natural disasters) is preferred.
  • Knowledge of and experience working on the Syria crisis is desirable.
  • Good knowledge and experience of one or more of early recovery work streams: Livelihoods- Emergency Employment, Economic Recovery, Government Employment, Cash Coordination; Governance - Rule of Law, Peace and Reconciliation, Community Stability, Social Cohesion, Local Governance, Civil Society; Basic Infrastructure repairs and rehabilitation- Waste Management, Utility systems, Local Government buildings, Community buildings, Mine Awareness and Clearance; Transition planning- Comprehensive understanding of the challenges and experience of countries transitioning from humanitarian assistance to recovery and development.
  • Fluency in English, written and spoken, is essential. Arabic language skills desirable.
Success Factors

The Early Recovery Sector Coordinator will have good knowledge of the humanitarian architecture specifically the coordination mechanisms. S/He will have good experience in gathering and mapping information on response and key stakeholders. The successful candidate will have strong interpersonal and communication skills to be able to work with the multiple sector coordinators as well as NES NGO Forum members while streamlining early recovery. S/He will have the ability to work under pressure in a dynamic environment. S/He will display cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Living Conditions / Environmental Conditions

The position is based in Amuda, North East Syria and it requires travel to program areas. The role is unaccompanied and housing is in group housing in an austere environment. The team member must follow all security protocols at all times. This position is eligible for R&R breaks and hardship allowance.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting.
