Project Summary:

Creative Associatesseeks an Education Advisor for an upcoming five-year, multi-million-dollarUSAID community-based educationprojectin Afghanistan.Enrolling more children in school is one of the Ministry of Education’s (MoE) highest priorities given the 3.7 million out of school children. Over the next five years, the MoE aims to increase low primary school attendance and improve secondary school enrollment, especially for poor and disadvantaged children in rural areas. The challenge lies in that there are simply not enough government schools and teachers to meet the need. Resource constraints have hindered the MoE in establishing an adequate number of public schools throughout the country. Vast gender disparities persist as well, with girls representing 39 percent of all enrolled students. Community-based education (CBE) continues to provide education opportunities to children where formal schools are still non-existent.

Position Summary:

The Education Advisor is responsible for providing technical support across the project goals in relation to improved access and basic education learning outcomes for students in CBE. This includes supporting curriculum and materials development activities, supporting continuous professional development of CBE teachers, providing technical advice to the development of technology tools and approaches.

Reporting & Supervision:

The Education Advisor reports to either the Chief of Party or Deputy Chief of Party and supervises a team of technical specialists.

Primary Responsibilities:
  • Supervise the production of all activity-supported material, all activity-supported trainings, all teacher and classroom supervision and monitoring, and all student testing efforts;
  • Develop and build relationships across all levels of the education system at the national and provincial levels;
  • Ensure complementarity of activity approaches in education across the activity provinces and language areas, liaise with Ministry of Education (MOE) and Provincial Education Directorate (PED) representatives and technicians on technical matters, and bear ultimate responsibility for ensuring that children in activity-supported schools achieve improved outcomes;
  • Work with Monitoring and Evaluation staff to develop mechanisms to track and evaluate activities;
  • Provide presentations during workshops or meetings to support the understanding of MOE and PED in relation to CBE implementation;
  • Support provincial technical specialists to develop short-term and long-term planning for the program approach through regular field visits;
  • Participate in developing the annual implementation plan and Monitoring, Evaluation and Learning plan;
  • Contribute to quarterly report;
  • Travel to field offices when necessary; and
  • Perform other related duties as assigned.

Required Skills & Qualifications:
  • Master’s Degree in education or related pedagogically oriented field;
  • At least eight (8) years of experience in work specifically to improve education and teacher training programming directed to rural, ethno-linguistic underserved populations;
  • Experience in developing and implementing education materials, training programs, classroom monitoring protocols and tests, and familiarity with a variety of assessments - both formal and informal;
  • Prior experience with supporting family/community engagement of education outcomes;
  • Demonstrated experience working with Ministries of Education and other stakeholders at the national and provincial levels;
  • Previous experience in USAID-funded programs, and a strong knowledge of USAID reporting requirements is an advantage;
  • Excellent interpersonal skills and teamwork. Effective communication skills, able to make formal and informal presentations both orally and in writing and produce professional and analytical reports and program documents; and
  • Fluency in English.
