Job Description

Chemonics is conducting an internal and external recruit for a split portfolio Education and Youth Practice and PMU Associate in the East and Southern Africa (ESAF) Regional Business Unit. The Education & Youth Practice’s mission is to advance technical excellence and development impact by generating, capturing and sharing technical knowledge related to education, youth, and workforce development within the company and throughout the broader development industry. Due to ever-shifting resourcing needs, the specific project assignment within East and Southern Africa will be determined based on the needs of the region and the qualifications of the selected candidate. Our regional portfolio spans a wide range of technical sectors.   • Support projects and proposals in the E&Y sector by gathering and maintaining information and knowledge related to the E&Y sector
  • Maintain knowledge in technical discipline and expand versatility in international development work by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies
  • Draft and manage project-related employment and subcontract agreements for the Education and Youth SMART Team
  • Track and share trends in donor programming and other intelligence, including the work of our partners and competitors, relevant to new business development
  • Assist in the development of practice communications materials including brochures, info-graphics, blog posts, and website material for internal and external distribution
  • Engage home office staff, field office staff, and consultants in the development of knowledge products to contribute to Chemonics and client learning agendas in the technical sector
  • Advocate for and support opportunities for projects to communicate successes and innovations through conferences, internal and external events, newsletters, websites, and social media
  • Track and annually collect company development achievement indicators related to technical sector
  • Develop and maintain Chemonics’ roster of current and potential consultants and partners to share with project and proposal teams, and other tools and resources as directed
  • Design and facilitate opportunities for capacity development of home office staff, including technical trainings, external learning opportunities, webinars, and information-sharing
  • Encourage the distribution of best practices, technical innovations, and support improved knowledge sharing
  • Support management of assigned indefinite quantity contracts, including drafting and managing subcontract agreements and maintaining consortium partner relationships
  • Address inquiries from project and proposal teams, and interested staff promptly
  • Perform other duties and responsibilities as required
  • Support field-office administration, including travel coordination, visa processing, vendor payment requests, invoicing, approvals, and updating of project-related trackers
  • Process field reports, including time and expense reports and other client-related reports
  • Draft and manage project-related employment and subcontract agreements
  • Coordinate with project team to compile agendas for weekly teleconference and other project-related meetings
  • Assist with procurement and grant-related project activities
  • Assists and supports communication to field teams and client

  • Address field staff’s inquiries and needs promptly
  • Communicate scopes of work, policies, and allowances/benefits for team member and consultants
  • Assist with recruiting and identifying candidates for a variety of field positions
  • Assist with budget monitoring, level-of-effort utilization, invoices, subcontractors’ costs, expense reports, deliverables, etc., to monitor compliance with contract and Chemonics’ regulations
  • Maintain knowledge in own discipline and begin to expand versatility in international development work by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics’ practice networks
  • Participate on proposal teams and support overall new business efforts

  • Perform other duties and responsibilities as required
  • Bachelor’s degree in international development, education, or related field required; master’s degree preferred
  • Minimum two years of relevant administrative or professional work experience
  • Minimum one year of contractual, project management, or related experience
  • Demonstrated ability to communicate clearly and concisely in both verbal and written communications; strong cross-culture communication and sensitivity skills
  • Demonstrated ability to handle routine administrative tasks and operational issues
  • Ability to multitask with strong attention to detail, organization, and time management with minimum oversight
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives
  • Ability to work independently and as part of a team
  • Demonstrated resourcefulness in problem solving and initiative to learn new skills
  • Strong knowledge of MS Office applications
  • Previous experience working in international development and/or living or conducting volunteer work in developing countries preferred
  • Willingness to travel and work abroad in less developed countries for at least 4 to 8 weeks per year
  • Experience living or working in East and Southern Africa preferred
  • Demonstrated leadership, versatility, and integrity
