Functional responsibilities


Thisis a local position, it is therefore open to Nationals of Ukraine and to individuals who have a valid residence/work permit.

Under supervision of Project Manager, the Electrical engineer shall be responsible for the following tasks:

  1. Quality management.

  2. 2. Information and knowledge management.

Summary of key responsibilities:

1.Quality Management:

  • analyze the technical specifications for the equipment, including the relevant Ukrainian, international technical standards and quality standards referred to in the specifications; provide inputs to the technical specifications

  • sign off relevant tender documentation in UNOPS procurement system

  • provide suggested responses to the bidders’ technical requests for clarifications

  • participate in the tender evaluation panels, analyze the technical characteristics of the equipment in the contracted suppliers’ bid offers, provide technical compliance evaluation, including detailed and specific comments on the reasoning behind finding the bids compliant or non-compliant with the specifications

  • assist the PM with checking completeness and correctness of the technical documentation provided by the suppliers to the recipient at the equipment delivery

  • provided technical advice to UNOPS on the acceptance of the equipment in case of any deficiencies identified upon deliveries

  • act as a point of contact for resolving quality-related issues and concerns raised by the recipients upon deliveries or in the process of equipment installation in close cooperation with the PM.

2. Information and Knowledge Management

  • Train and educate project personnel on the relevant technical quality standards - upon request

  • Promote a culture of quality within the organization

All tasks will be agreed with the Supervisor. The Supervisor will provide timelines for each activity and time tolerance (if applicable).

The working language for the expert will be English. The expert will be responsible for translating the required documentation from/to English/Ukrainian.

The review of the technical documentation can be done from home.






Education/Experience/Language requirements


Education
  • Master’s degree or Post graduate studies and/or certification in electrical engineering is required

  • A Bachelor degree in a relevant technical domain with 2 additional years of relevant experience may be accepted in lieu of a master’s degree.

Work experience
  • Minimum five (5) years of experience related to electrical engineering, testing / quality control of electrical equipment, evaluating compliance of the equipment with codes, standards, regulations and technical requirements are required.
  • Proficiency in the existing relevant Ukrainian and EU technical standards and legal requirements to the electrical equipment is required
  • In-depth understanding of the technical documentation for electrical equipment is required
  • Previous experience working with international organizations or in large-scale projects would be an asset

Language requirements

Certification/registration from the Ministry of Regional Development, Construction and Housing Ukraine would be an asset. Certification/registration from the Ministry of Regional Development, Construction and Housing Ukraine would be an asset.
  • Fluency in English and Ukrainian is required.
