POSITION PURPOSE

The Response Coordinator is responsible for a growing response operation in Cox’s Bazar District as a result of an influx of Rohingya from Myanmar. S/he will provide leadership and oversight of all aspects of the Rohingya Refugee response program. They will ensure effective coordination and relationships with other agencies, officials, beneficiaries, donors and supporting offices in the ADRA Network. The Coordinator will ensure that project managers are assisted throughout the project cycle management. They will regularly communicate with the donors and stakeholders and assist the country office team with strategy and proposal development.

JOB DESCRIPTION

1. Output: A response team that is well informed, effective, safe and intergrates well with the ADRA Bangladesh office

  • Provide orientation of Project Managers and Technical Team members
  • In collaboration with the Country Office finance team, provide or ensure the provision of logistics, procurement, and financial training of appropriate project team members
  • Ensure that ADRA’s Code of Conduct is complied with, and that ADRA Bangladesh’s Protection Policy requirements are met
  • Ensure all project team members are covered by either comprehensive travel insurance (for international staff) or accident, disability, death insurance (for local staff)
  • Ensure every project team member has a relevant job description
  • Together with HR, regularly assess the performance of project managers and project team members
  • Assess for relevant policies/systems/procedures, and act as relevant to fill the gaps
  • Work with logistics to ensure accommodation, food and transport needs are met for all staff
  • Keep staff Contact Details up-to-date
  • Work with the Safety and Security Officer to ensure the security and safety plan is kept up-to-date and communicated to all staff
  • Monitor staff compliance with security and safety plan
  • Monitor staff for signs of stress/distress and manage accordingly. Promote peer support.
  • Call PROCOM meetings as required

2. ADRA’s Response is coordinated

  • Schedule regular meetings with project managers / key staff
  • Communicate regularly with the Country Director
  • Liaise with government, cluster groups, local churches, UN agencies, NGOs, and local communities in meetings and events as needed

3. All key stake holders are informed of the current situation and ADRA’s response

  • Keep donors informed of project progress and any amendments needed in terms of project scope, targets, budget, and possible extensions
  • Ensure there is a M&E Plan for each project
  • Monitor projects on a regular basis and monitoring reports are shared with project managers and the country director. Areas for improvement will be considered and followed-up
  • Work with the Finance Manager to monitor project actual expenditure against what is budgeted
  • Manage overspend and underspend to ensure the full and legitimate expenditure of project budgets
  • Ensure donor progress and financial reports are submitted according to the submission schedule

4. The response program meets key targets and is within budget, and donors are fully informed

  • Keep donors informed of project progress and any amendments needed in terms of project scope, targets, budget, and possible extensions
  • Ensure there is a M&E Plan for each project
  • Monitor projects on a regular basis and monitoring reports are shared with project managers and the country director. Areas for improvement will be considered and followed-up
  • Work with the Finance Manager to monitor project actual expenditure against what is budgeted
  • Manage overspend and underspend to ensure the full and legitimate expenditure of project budgets
  • Ensure donor progress and financial reports are submitted according to the submission schedule

5. ADRA’s Response programme continues to grow

  • Identify expected staffing needs in advance
  • Assist the Country Office in the selection and hiring of project team members
  • Develop relationships with UN (e.g. WFP) and donors in the region with the objective of seeking more funding and partnership opportunities
  • Work with the Programmes Team and Country Director to develop programmatic strategies and new project proposals to ensure program continuation

SPECIFICATIONS

Education, Experience and Competency

Essential

  • A personal commitment to ADRA’s mission, vision, values and beliefs.
  • 5-7 years of demonstrated experience in significant emergency response coordination roles
  • People, program management, and organizational skills
  • Logistics and procurement knowledge and experience.
  • Demonstrated mentoring, coaching, and team management skills
  • Disaster management (or similar) degree from a tertiary academic institution
  • A passion for social justice and community service delivery
  • Proven experience of using MS office applications (Word, Excel)
  • Proven capacity to train staff members

Desirable

  • Masters degree in Disaster Management or similar field.
  • Program planning.
