CARE Canada is currently seeking an Emergency Response Specialist – Gender in Emergencies.
CARE experience has shown that capacity is often stretched beyond its limits by humanitarian disasters and conflict, and that additional senior staff resources are needed to provide program, operational and strategic support. As such, CARE has invested in a standing Rapid Response Team, whose members spend up to 65% of their time deployed to the field. You will also be called upon to support CARE Country Offices and Regions remotely (including stop-gap long-term coverage) as needed. Because of the nature of the work, demands are fast-paced and unpredictable. This position requires an individual who is very flexible, provides expertise and leadership at a senior level and who works well within a team. Experience in integrating gender equality considerations, with particular focus on girls and women’s empowerment, into humanitarian interventions is required.

CARE places the needs of women and girls at the forefront of our responses and the role of the Emergency Response Specialist - Gender in Emergencies is ensuring CARE has an understanding of the underlying gender dynamics and the impacts of the crisis on those dynamics to ensure we can effectively meet the differing and specific needs of women and men in our emergency operations. The Emergency Response Specialist - Gender in Emergencies works with country office and humanitarian teams to leads and coordinate the integration of gender into operational and strategic aspects of CARE’s humanitarian responses.
· Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.
· Create an environment within CARE’s workplaces, programming, and communities where CARE works, that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).
· Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Policy on PSEA-CP and CI Performance Standards.
What you offer:
· At least 5 years of gender in emergencies or GBV related emergency programming experience with international NGOs or international organisations, of which a minimum of 3 years have been completed in the field
· Demonstrated experience in mainstreaming gender equality and GBV in at least one of CARE’s key sectors (WASH, Shelter, SRH & Food Security)
· Experience leading or feeding into policy and advocacy work at the national or international level with regards to gender or GBV programming in emergencies
· Demonstrated knowledge and skills in mainstreaming gender in program design, management/implementation, monitoring and evaluation.
· Demonstrated ability to manage workflows, balance competing priorities and work effectively in a small, diverse, remote and busy team environment.
· Field experience in an emergency response context, preferably with an international NGO.
· Experience in project development and monitoring (proposal writing, budget development, m&e systems, etc.)
· Experience in program design, management, monitoring and evaluation, including application of SPHERE standards and integration of gender equality approaches; understanding of the Core Humanitarian Standard
· Excellent capacity building, coaching and training skills, particularly in a partnership setting
· Ability and willingness to undertake frequent travel; ability to deploy at short notice for up to 12 weeks to high and extreme risk locations
· Equal ability to provide effective virtual remote support should physical deployment not be possible due to COVID19 or other travel restrictions
· Experience and capacity to work in harsh conditions and insecure environments
· Track record of high resilience under pressure and ability to support and motivate teams in these situations
· High political acumen and excellent team building and interpersonal skills
· A very good understanding of the humanitarian system, principles and key relief sectors (e.g. strong knowledge of and demonstrated experience with IHL, the Red Cross Code of Conduct, SPHERE, IASC Gender guidelines and tools, HAP and understanding and experience of the cluster approach to coordination and response)
· Capacity to work closely with communities affected by disaster, including familiarity with participatory assessment methods, with a focus on gender equality and ability to identify specific needs of men, women, boys and girls.
· Excellent communication skills and home infrastructure/internet services allowing you to effectively connect to the management, team and other stakeholders when working from home using Skype, TEAMs, Zoom, or any other video and audio communication medium.
· Excellent research, assessment, report writing, proposal development, and emergency strategy development skills.
· Knowledge of monitoring and evaluation best practices and application in emergency settings.
· Excellent written and spoken English is essential
· A second key language (French, Arabic or Spanish)
· Experience managing CARE emergency responses
