Position Title: Emergency Team Leader (Emergency Coordinator)
Reports to: Country Manager - Indonesia

On 28/09/2018, a 7.5M earthquake struck the island of Sulawesi in Indonesia and triggered a tsunami directly affecting over 650,000 people, and potentially affecting over 2,000,000. Most recent reports estimate over 2,000 deaths and 81,000 displaced persons. These figures have been significantly raising since access has improved. On 02/10/2018, CRS Indonesia and its partner, Caritas Makassar sent a team to the affected areas and started a needs and market assessment. Review of initial findings highlighted needs for Food, Water, Shelter and WASH. CRS and its partners (Caritas Makassar, Caritas Manado, PKPU and MDMC) have started responding with emergency non-food (especially shelter and hygiene kits) assistance. CRS is also in the process of implementing a technical assessment results of which will inform the development of a longer-term recovery strategy.
The Emergency Team Leader (ETL) will be based in Jakarta, Indonesia with frequent travel to the field, if permitted. The primary responsibility of the ETL will be to ensure timely and quality support to the implementing partners – facilitating planning, budgeting, implementation, monitoring, reporting and coordination, specifically for the Palu emergency programs. The ETL will ensure a high level of accountability for CRS resources, as well as identify other funding opportunities that are in line with CRS and the partner response objectives in Indonesia.
Specific Responsibilities: – Working Closely with Designated Implementing Partners, the ETL will:
Program Quality and Management
1. Support the planning of project activities receiving CRS support.
2. Use appropriate project management tools to plan, review and track progress.
3. Facilitate the development and implementation of appropriate M&E systems using CRS tools and resources to maximize project impact on beneficiaries.
4. Identify technical assistant needs for Partners and take the lead in developing SOWs and follow up with potential TA from the region/external as appropriate.
5. Assist with the development of new projects or amendments to ongoing programming based on newly identified needs. This may also include support to the Partner in accessing funds from other CI Member Organizations.
6. Maintain up to date documentation related to project approval, monitoring and implementation.
7. Closely monitor events in Indonesia (humanitarian situation, politics, and security, etc.), in order to identify the need for program adjustments;as necessary, make recommendations to Country Manager (CM) on how to address these needs.
1. Ensure (either directly or via support to program managers/partners) the timely and quality preparation of donor project narrative reports, quarterly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region or headquarters for all programs managed out of Indonesia.
- Provide input to situation reports and summaries requested by HQ for fundraising or CI.
Budgeting, Financial Planning and Compliance
1. Ensure proper financial management systems are in place at the partner level (and for CRS-related expenses) and followed in coordination with regional finance team.
2. Ensure grant management compliance with donor regulations.
3. Ensure the review and timely submission of financial reports by partners working in close coordination with the regional team.
4. Review and analyze budget comparison reports for partner projects and take necessary steps to ensure proper management and utilization of budgets.
5. Ensure that systems for the management of equipment and local procurement activities are followed for all CRS and Partner activities.
Representation, Coordination, Communication and Security Management
1. Support the Partner in the coordination of assistance from other CI Member Organizations.
- Provide input to the Country Manager for the periodic updating of the CRS Field Security Plan and other security documents/guidance.
3. Actively represent CRS/Partner (as requested) in security and coordination (cluster/sectoral) meetings as appropriate and in coordination with local Partners.
4. With guidance from the Country Manager, represent CRS/Partner (with input from Partner) in any key in-country donor forums/contacts – USG, UN, Other.
5. Support the Country Manager with the coordination of visits of CRS, donor and partner staff as needed.
Supervisory: This position will supervise the Palu-based Emergency Coordinator and field operations lead. The position reports to the CRS Indonesia Country Manager.
Internal: Country Manager, RTAs, RFO, Other PMs in Country working on the Response, HRD TAs.
External: CRS Partners in Indonesia (Caritas Makassar, Caritas Manado, PKPU and MDMC), Other INGOs working on the Response, Representatives of other CI Member Organizations and/or Caritas Internationalis (when in country), Relevant GOI Departments.
1. Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
2. Ability to work independently, but also coordinate effectively as part of a team.
3. Ability to lead a multi-cultural team with a high level of respect for local culture.
4. Strong analytical and organizational skills.
5. Experience with capacity strengthening and partnership building.
6. Capacity to work closely with, understand, and support local Church partners. Knowledge of CI mechanism would be an advantage.
7. Excellent written and spoken communication skills in English.
8. Strong computer skills (MS Word, Excel, Outlook and Power Point).
9. Experience in working with grants funded by CI Members, OFDA and UN Agencies preferred.
10. Knowledge of CRS and Sphere emergency guidelines.
11. Ability and willingness to work and live in diverse, challenging and potentially unstable environment.
1. Master’s Degree in international relations, international development or related field.
2. Minimum 5 years’ experience working within international development, including direct experience in fast paced emergency environments.

Physical Requirements/Environment: The position will be based in Jakarta, Indonesia.
Foreign Language Required: Professional proficiency in English and Bahasa (helpful).
