RTI is actively seeking an Engineering Education Advisor to provide long-term technical assistance for the currently solicited USAID-funded Excellence in Higher Education for Liberian Development (EHELD) program. The large five year program, expected to launch in December 2010, aims to increase the supply of skilled Liberian graduates in engineering and agriculture to support the development of Liberia through professional employment, service, or entrepreneurship. To expand access to and improve the quality and relevance of higher education programs in engineering and agriculture in Liberia, EHELD will help establish Centers of Excellence in engineering and agriculture at the University of Liberia (UL) and Cuttington University (CU) respectively. The Engineering Education Advisor will have over-all responsibility for the implementation of activities to establish a Center of Excellence for engineering with the UL Division of Engineering within the College of Science and Technology. The Engineering Education Specialist will work closely with his/her counterparts at UL to design and implement all project activities. Specifically, the Engineering Education Advisor will be responsible for:
•Implementing the Division of Engineering’s curricula review and revision process;
•Advising UL staff on the development of the Division of Engineering’s strategic program and laboratory equipment plans;
•Coordinating procurement, training, and construction activities;
•Developing scopes of work for and coordinating work of consultants, visiting professors, and other resource persons needed to assist the Division of Engineering;
•Advising on the development of public outreach and linkage programs; and
•Providing progress report to the Chief of Party.
The successful applicant will have extensive experience in the design, implementation, and management of new academic programs in engineering and related areas of study. He/She must be able to develop coherent linkages between academic training, extension, and research. He/She must also be a strategic thinker with a proven ability to develop innovative program approaches that can be successfully implemented and sustained in extremely under-resourced environments. Strong candidates will exhibit excellent management, communication, and team building skills, and an ability to establish and maintain effective working relationships with project staff, university and other implementing partners, host-country counterparts, and other stakeholders.
a)Advanced university degree(s) (Ph.D. preferred) in engineering (civil or architectural preferred), engineering education, or a closely related field;
b)At least a bachelors degree with 20 years professional experience, including at least three (3) years university-level engineering and/or engineering education teaching and program administration experience at an accredited engineering program with an emphasis on one (1) or more of the following: program design and curriculum development, faculty strengthening and exchange, public outreach and extension, student services, facilities upgrading, and university and public-private partnerships;
c)Experience designing and implementing development programs; and
d)Fluency in written and spoken English
Experience in infrastructure rehabilitation and/or engineering education in post-conflict environments is highly desirable. Experience in Liberia or other countries in sub-Saharan Africa is preferred. USAID project experience and knowledge of USAID regulations and procedures a plus.
