Job Description

Chemonics seeks an Environmental Compliance Manager to join the Global Health Supply Chain Office (GHSCO) on the Finance and Compliance (F&C) division. The GHSCO aligns Chemonics’ global health expertise from its Global Health Division with the GHSC-PSM project and our innovative Supply Chain Solutions Division, which is making inroads on supply chain programming with USAID and other donors, both within and beyond the global health market. Within GHSCO, the Environmental Compliance team is responsible for ensuring compliance with Federal regulations under 22 CFR 216 - Environmental Procedures, or Regulation 216, or other standards as may be required or requested. Accordingly, the environmental compliance team leads and/or oversees design teams conducting environmental screening analyses of planned activities in order to identify potential environmental impacts and the possible need to implement specific mitigation and monitoring measures. Responsibilities Include:
  • In collaboration with GHSCO Contracts and environmental compliance staff, respond to regional, field office, support unit, and other corporate requests for assistance, information and interpretation on environmental regulations, procedures and management; subcontracting procedures and management
  • Support regional, field office, support unit, in the development and monitoring of subcontracts for WASH, health care waste management, environmental compliance, etc. projects
  • Ensure that staff is in compliance with environmental compliance regulations and specific contract regulations as well as Chemonics’ policies and procedures
  • Conduct desk audits of project and/or activity to identify operational, environmental, and occupational conditions
  • Support the implementation of environmental compliance frameworks or environmental management systems
  • Participate in incident investigation, mitigation, root cause analysis and corrective action(s) for projects in the GHSCO
  • Coordinate environmental compliance and monitoring activities across GHSCO projects and draft reporting to outside agencies and clients; including USAID, the Global Fund, and DFID
  • Stay current with new ideas, trends, and techniques in the environmental field by attending conferences and workshops as they relate to global health, sustainability, and supply chain to both present on Chemonics’ best practices and to learn emerging trends in the industries served by GHSCO projects
  • Promote Chemonics by attending external events, networking with clients and counterparts, articulating a solid understanding of Chemonics’ past and present portfolio, effectively representing the company’s history, values, and standards, and identifying and developing business leads
  • Represent GHSCO during agency inspections of offices, regional offices, service providers, and Mission as required
  • Work closely with GHSCO projects to provide on-going and ad hoc mentoring and advisory services to staff on issues of environmental compliance
  • Actively engage in technical practice and/or working group of relevance to areas of interest and/or procurement and supply chain management; shares information and best practices learned with the program and the company; participates in initiatives to help drive innovation

Qualifications:
  • A bachelor’s degree and a minimum of 3 years of progressively responsible experience in project or program management, including policy-oriented work, on a broad range of issues relevant to organizational management, environmental management required
  • Experience in managing and coordinating environmental compliance programs across a large organization, and developing project and program’s environmental compliance frameworks is desirable
  • Knowledge of theories, concepts, and approaches relevant to environment hygiene management, health care waste management, and sustainable development
  • Strong organizational and work prioritization skills
  • Strong MS Office and word processing abilities
  • Experience supervising or mentoring employees preferred
  • Willingness to travel and work abroad a minimum of 4 to 8 weeks per year
  • Experience living or working in developing countries preferred
  • Demonstrated leadership, versatility, and integrity
  • English fluency required and French fluency strongly preferred
