Job Description

  • Expertise: Construction & Infrastructure
  • Continent / Country: East Europe - Balkans/Ukraine
  • Project: The objective is to assist the Employer/PIU at all stages of the preparation and execution of the Works in accordance with the Ukrainian legislation as well as with the requirements of the EBRD loan agreement and EIB financing agreement to achieve the required outputs within the agreed programme and budget.

    The main tasks are divided into phases with the continuation of the Consultant’s appointment to carry out a subsequent phase is dependent on the Consultant’s satisfactory performance in carrying out the services under previous phase.

    Phase I: development of the design for the Works including carrying out all required field investigations and surveys and providing support to the Employer on the State Expertise approval of this design.

    Phase II: preparation of the tender documents using the EBRD Standard tender documents for Works and ensuring the EBRD’s and EIB’s no-objection to them; assistance and advice to the Employer in order to ensure the timely and effective contracting of works in compliance with the Banks’ Procurement Policies and Rules.

    Phase III: assistance and advice to the Employer in the administration of the Contract for Works with due diligence by carrying out the duties of the Engineer assigned to him in the Works Contract which will be based on FIDIC, MDB 2010 version. The consultant shall exercise the authority attributable to the Engineer, as specified in or necessarily implied from the Works Contract and in addition to what is described in these terms of references; to ensure timely, satisfactory completion of the Works in accordance with the Contract and within the budget.
  • Duration: 3 months
  • Education: The Expert must hold at least a University Degree in Environmental Engineering.
  • Experience: The Expert must have:
    - Experience in at least 2 similar assignments (road construction/project design) as Environmental Engineer
    - The environmental expert should have familiarity with all aspects of environmental management and significant experience in environmental management and monitoring of project, environmental assessment and / or implementation of environmental mitigation measures
    - At least 10 years relevant experience
    - Experience in region

  • Working language: A good working knowledge of the English language is required
    + Preferably has a command of Ukrainian/Russian language
