CDM Smith (Development Assistance Group) is seeking an Environmental Specialist for the Secondary Education Expansion for Development Contract Management Consultant (SEED CMC) under Global Architect-Engineer Services II.
Brief Project Description: Every year, the lack of available secondary school space in Malawi means that over 20,000 adolescent girls, and a similar, if not greater number of boys, graduating from primary school are denied access to continuing their education. Studies show that for every additional year in school, girls are better able to make healthy decisions related to sexual behavior and the well-being of their future families. An increase in physical infrastructure is an essential prerequisite to increased enrollment. In partnership with the Ministry of Education, Science and Technology (MoEST) of the Government of Malawi, USAID/Malawi is implementing the Secondary Education Expansion for Development project (SEED). SEED looks to address this lack of secondary school infrastructure and make secondary schools more accessible.
The SEED Project will be implemented in two phases:
SEED Phase 1: Phase 1 is the design-build construction of pre-fabricated (pre-fab) classroom blocks and latrines, at 33 Malawi urban community day secondary schools (CDSSs) in Blantyre, Zomba, Lilongwe, and Mzuzu. These blocks will reduce overcrowding in existing CDSSs. One to two classroom blocks and a latrine will be constructed on approved land at operational CDSSs.
Phase 2 will involve the construction of new “greenfield” CDSS facilities in rural areas where historically secondary school access has been limited. The total number of sites will be determined based on potential construction costs of individual schools; however, it is anticipated that approximately 185 new secondary schools will be constructed.
Job Description: We are now accepting applicants for the position of Environmental Specialist for a major infrastructure development program in Malawi involving development and construction of secondary schools’ program. The position is full time on site in Malawi.


Job Responsibilities:
• Ensure overall compliance of CDM Smith’s contract as it relates to environmental issues including budget, scope, schedule, quality and reporting requirements on the assignment.
• Leadership of the environmental aspects of the project
• Oversight of environmental mitigation measures as called for in the environmental monitoring and mitigation plan (EMMP).
• Assist in Rapid Assessment of potential project sites ensuring accordance of Project IEE (identify environmental concerns)
• Review and assess design changes proposed by the Construction Contractor which impact environmental sustainability and maintainability
• Oversee the health, safety and environmental activities of projects to achieve compliance with applicable health and safety laws and regulations
• Coordinate all activities with Project Manager
• Coordinate and report work activities to the Project Manager
• Participate and assist in preparation of required reporting mechanisms (ie: monthly, quarterly, and yearly)
• Regular reporting to CDM Smith, the project manager, local government institutions, and other stakeholders as required by the client, and CDM Smith
• Review contractors’ work programs and method statements recommended for approval, to ensure conformance with project requirements; adequacy of management and organizational arrangements, and environmental mitigation plans; sufficiency of personnel and equipment resources and of other facilities; and adequacy of quality assurance and quality control procedures.
• Monitor and report on contractor compliance with the site specific Environmental and Social Management Plans and Health and Safety Plans
• Participate in meetings with the client, CDM Smith project team and other key stakeholders
• Support the defects notification period (DNP), if required
• Adherence to CDM Smith’s quality management program (QMP) and anti-corruption policy (ACP)

*Minimum Qualifications : • Minimum of 5 years’ professional experience working in Malawi or similar developing context.
• A master’s degree in Environmental Science, Environmental Engineering or other relevant degree with commensurate professional experience;
• Demonstrated high level organizational and record keeping skills with frequent travel to remote areas;
• Minimum of 10 years of professional experience in environmental management or engineering with development projects preferably having construction components;
• Must have experience in developing and managing Environmental Management and Mitigation Plans or similar documents.
• Must be able to work closely with community leaders and the Community Liaison Specialist.
• Must be fluent in English. Fluency in Chichewa is highly desirable
