Job Description

The assignment will be initiated and led by the local STTA and if the need arises, an international expert may be engaged.

Background

USAID SMEA Project engaged in a series of interaction with the Environment Protection Department to identify the needs for assistance and discuss the areas of collaboration. The Department expressed the need and urgency to apply international protection standards in the Cotton and Leather Sectors, considering the lack of expertise and unpreparedness of the Leather Sector across the value-chain.

The leather industry is second largest export contributing sector after Cotton & Textile in Pakistan (Bureau of Statistics, Pakistan). No different from the prevalent market structure of Pakistan, the leather industry is also mainly dominated by small & medium enterprises (SMEs). With more than one-million people employed directly or indirectly in tanneries and leather goods manufacturing, the industry is also an important sector for the domestic job market as well.

Objective:

To review environmental standards of the leather value chain, study existing environmental regulations and regulatory framework, compare the local leather value chain performance with that of similar developing countries, and suggest progressively implementable environmental standards across the value chain in light of international standards and best practices.

Principal Duties & Responsibilities:

• Delineate prevalent market structure of leather value chain.
• Organize and hold meetings with key public and private sector stakeholders in the leather value chain, specifically focusing on SMEs, regarding opportunities, issues & challenges to improve environmental performance.
• Study the relevant environmental regulations, regulatory framework, and its compliance in Pakistan leather value chain.
• Make a comparative analysis of international standards and regulations for the sector
• Provide a comparative analysis of international best practices/ regulations/ standards/ technologies for the leather sector in comparison with existing standards and regulations in Pakistan.
• Compare the domestic leather value chain with that of similar developing countries.
• Work closely with the Environment Protection Department throughout the assignment, and procuring sample data of ambient air, water quality and effluents from different processes of industries to determine pollution loads and analyze their impacts on the environment.
• Suggest progressively stringent, wherever possible, sector-specific Environmental Quality Standards for each segment of the leather value chain.
• Prepare sectoral guidelines for Environmental Assessment for each segment of the leather value chain.
• Prepare Health, Safety and Environmental guidelines for each sub-sector of the leather value chain.

Job Qualifications

Short-Term Technical Assistant-Local

  • Master’s degree in Industrial/ Environmental Engineering, Public Policy, Business/Public Administration, Economics from a reputed international university
  • At least 3-5 years of experience in industry/environment-related projects.
  • Demonstrates considerable professional skill and/or knowledge of environmental policies and regulations of and keeps current with developments and trends in the environmental areas of expertise, national and provincial Environmental Protection Department’s rules and regulations.
  • Good understanding of the leather sector in Pakistan, current business environment, macroeconomic framework and the corresponding institutional arrangements at the federal and provincial levels.
  • Deep understanding of the leather sector value chain and corresponding environmental compliance requirements.
  • Good understanding of international environmental standards in the leather sector and their relevance to Pakistan.
  • Previous experience of engaging with the private and public sectors for a robust assessment of the constraints underlying the SME growth in the leather sector.
  • Previous experience of working with USAID projects in the areas of economic growth will be preferred
  • Experience of working with donor projects in the SME space
  • Excellent communication and report writing skills

Short-Term Technical Assistant-International

  • Master’s degree in Industrial/ Environmental Engineering, Environmental Sciences, Development Economics & Public Policy from a reputed international university
  • At least 10-15 years of experience in industry/environment-related projects, preferably on the policy design side.
  • Demonstrates considerable professional skill and/or knowledge of environmental policies and regulations and keeps current with developments and trends in the environmental areas of expertise.
  • Has extensive knowledge of international best practices (preferably in EU countries) regarding environmental standards for the leather sector.
  • Deep understanding of international requirements for the design of environmental standards, and developing guidelines/ manuals based on international based practices on operations.
  • Deep understanding of the leather sector value chain and corresponding environmental compliance requirements.
  • Previous experience of engaging with the private and public sectors for a robust assessment of the constraints underlying the SME growth in the leather sector in the South Asian Countries.
  • Previous experience of working with USAID projects in the areas of economic growth will be preferred
  • Experience of working with donor projects in the SME space
  • Excellent communication and report writing skills

Duration of the Assignment:

This assignment is planned to take place as per a start date of on or around 04/16/18 (depending on the mobilization of the local consultant) and end date of on or around 07/31/18 hereto for a total of 35 days LOE (local consultant), 20 days LOE (international consultant).

The consultant(s) will be based in Lahore, Pakistan and will be working closely with the BEE team and the Environment Protection Department, Punjab.
