EnCompass LLC is currently seeking a (Senior) Evaluation Specialist candidate for an anticipated upcoming five-year, U.S. $25-49.99M dollar Evaluation, Assessment and Analysis (EAA) opportunity for USAID/Kenya and East Africa (KEA). The USAID/KEA EAA activity will provide USAID staff, implementing partners and local stakeholders with support in designing and implementing quantitative and qualitative evaluation studies and assessments across multiple sectors. This may also include knowledge management support, developing/delivering evaluation and assessment trainings, and capacity building of local monitoring and evaluation (M&E) specialists.

It is anticipated that Somalia will also be a key recipient of support for this activity. The broader East African region - including but not limited to Burundi, Democratic Republic of Congo, Djibouti, Ethiopia, Rwanda, South Sudan, Sudan, Tanzania, and Uganda – may also be recipients of technical assistance under this award.

The position is expected to be based in East Africa, preferably Nairobi, Kenya.

Position Duties and Responsibilities

The (Senior) Evaluation Specialist will lead the design and implementation of performance and impact evaluations, as well as all assessment activities, along with the resulting required analysis therefrom. It is expected that S/he will oversee, either independently or through managing a team, the execution of approximately 10 performance evaluations service requests, one impact assessment, and five assessment and/or analysis requests annually. S/he will also coordinate monitoring and evaluation, analysis, and assessment activities throughout the life of the project, including coordination and oversight of local partners engaged in these activities.

S/he will work closely with the Chief of Party to inform the design of each study and support quality assurance activities throughout each study, including the review of milestone deliverables and final reports prior to submission to USAID. As needed, s/he will support the selection and engagement of local partners and experts for activities, and support team development, training, and execution of activities. S/he will serve as the main point of contact for local partners engaged and provide guidance for best practice approaches throughout the life of each EAA.

Position Requirements

Qualifications

  • Master’s degree in international development, economics, social science, statistics, or a related field highly desired
  • No less than seven years of demonstrated experience in managing and coordinating evaluation, assessment and/or research design and implementation. Experience should include expertise in developing experimental and quasi-experimental designs to evaluate international development programs, and coordination of evaluation teams.

Experience and Skills

  • Demonstrated expertise in the application of relevant qualitative and quantitative methods
  • Experience building monitoring, evaluation and learning capacities of relevant stakeholders including implementers, funders, and government staff preferred
  • Knowledge of the Collaborating, Learning, and Adapting (CLA) Frameworks desired.
  • Prior experience in Kenya, Somalia and/or the East Africa highly preferred
  • Though not required, preference may be given to Kenyan nationals or nationals of a country within the region
  • Strong written and spoken English skills required; familiarity with Swahili and/or other regional languages greatly valued
