Job Description

Overview: IBTCI is seeking an Evaluation Team Leader in support of the USAID/Rwanda Mid-term Evaluation of the Private Sector Driven Agricultural Growth (PSDAG) program. This is a short-term consultancy position based in Rwanda and the U.S. The Private Sector Driven Agricultural Growth project is a five-year (August 2014- August 2019) USAID-funded initiative with the aim of increasing smallholder incomes by promoting private sector investment. PSDAG has two primary complementary objectives: (1) To assist the Government of Rwanda (GOR) to increase private sector investment, and (2) To facilitate increased private sector investment by upgrading agricultural value chains. This position is contingent upon award.

Using your experience and subject matter skills, the Consultant will perform the following tasks. Tasks could include but not be limited to:

  • Serve as Team Leader and provide overall leadership to the team;
  • Finalize evaluation design, coordinate activities, and arrange periodic meetings;
  • Coordinate the process of assembling the final findings and recommendations into a high quality document;
  • Lead the preparation and presentation of the key evaluation findings and recommendations to the USAID/Rwanda team and other major partners;
  • This position does not authorize/require the consultant to have decision making authority on the final work product.

Required Knowledge, Skills and Abilities:

  • At least 10 years of international experience leading evaluation teams, ideally for agriculture, natural resources management (NRM) and/or climate change projects;
  • Extensive experience in conducting quantitative and qualitative evaluations including demonstrated experience with USAID ADS 201;
  • Familiar with USAID regulations and systems including performance monitoring, gender policies and guidance, project management, budgeting and financial analysis, and reporting;
  • Experience in international donor development program management and overseeing multiple program areas simultaneously is preferred;
  • experienced in preparing documents that are objective, evidence-based, and well organized;
  • Previous experience with USAID is required;
  • Fluency in English is required.

Minimum Requirements:

  • At least 10 years of international experience leading evaluation teams, ideally for agriculture, natural resources management (NRM) and/or climate change projects;
  • Extensive experience in conducting quantitative and qualitative evaluations including demonstrated experience with USAID ADS 201;
  • Previous experience with USAID is required;
  • Fluency in English is required.

Working Environment: Corporate office environment as well as field work.

Education: Postgraduate degree in an appropriate field required.

Supervisory Responsibility: This position does have supervisory responsibilities.
