Overview:

Using your experience in leading and designing field-based performance evaluations and subject matter skills, participate in a final performance evaluation to assess the relevance and effectiveness of activities implemented under USAID/Mali’s Education Emergency Support Activity (EESA). Note that the questions below are illustrative and will need to be further developed in collaboration with USAID prior to the finalization of the evaluation design. Field work for this evaluation is expected to be conducted in late summer 2019. This position is contingent upon award by USAID/Mali.

Scope of Work:

  • Leading a team of at minimum six (6) professionals in designing evaluation and conducting field research to answer the following objectives, which includes but is not limited to:
    • Assess how well the project achieved the goal of restoring primary education in five conflict- affected regions in Mali (Segou, Mopti, Timbuktu, Gao and Kidal);
    • Examine how and the extent to which the Activity impacted targeted beneficiaries and factors that may have contributed to the Activity successes or challenges, including the Activity implementation and management approaches;
    • Examine the long-term sustainability of Activity outcomes;
    • Identify lessons learned and propose recommendations to inform future programing of education in crisis and conflict in Mali.
  • Gathering evaluation documentation from team members;
  • Formatting and reviewing reports the team’s evaluations products;
  • Presenting findings to the USAID Mission and relevant stakeholders;
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required;
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket;
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency;
  • Other duties as assigned.

Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

This position does not authorize/require the consultant to directly communicate with IBTCI clients.

This position does not authorize/require the consultant to have decision making authority on final work product.

Preferred Knowledge, Skills and Abilities:

  • Education experience in Mali and/or Sub-Saharan Africa preferred;
  • Ability to evaluate programs through a gender lens and assess gender-related disparities in programming and results;
  • Experience with education evaluations in conflict zones.

Minimum Requirements:

  • Experience managing and coordinating complex evaluations as evaluation team leader, including evaluations of international projects related to education (particularly in reading skills);
    • Must have been team leader for at least two (2) evaluations.
  • Education sector expertise, particularly education in crisis and conflict;
  • Solid understanding of evaluation principles, research methods (quantitative and qualitative), tool development, plus data collection, analysis and presentation, using robust, easy-to-understand data visualizations;
  • A minimum of seven (7) years of experience in qualitative research in education particularly related to reading skills;
  • Experience and knowledge of data analysis and data management techniques;
  • Proven ability in writing evaluation reports, delivering presentations tailored to different stakeholders, and the ability to use research findings to evaluate program implementation and operations;
  • Strong background and training in mixed methods research;
  • Knowledge of USAID’s M&E policies and reporting requirements;
  • Excellent oral and written communication skills in English and French;
  • Master’s degree and 12 years of relevant work experience;
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required;
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket;

Education: Graduate degree or higher in education, sociology, international development, information management, monitoring and evaluation, or a related field required.

Supervisory Responsibility: This position has supervisory responsibilities.

Travel: Travel to and around Mali is required.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs. This position requires the incumbent to be mobile and agile at a moment’s notice in case of an emergency.
