Evaluation Team Leader, Performance Evaluation of the USAID Property Rights Program, Kosovo

Proposal Objective:

USAID/Kosovo is contracting a mid-term performance evaluation of the four-year Property Rights Program (PRP).

The purpose of the evaluation is to:
1) Provide key findings, conclusions and recommendations for the PRP activity;
2) Provide key recommendations for USAID’s new CDCS and potential future programming in the property rights area.
Evaluation results will also be used by the U.S. Government to ensure that resources are utilized in a manner that maximizes development results. USAID will use the evaluation to make adjustments to the implementation of the PRP activity, share lessons learned with other stakeholders, and inform future programming in the sector. Moreover, USAID/Kosovo will embark on developing a new Country Development Cooperation Strategy (CDCS) starting in 2018 that will cover the period of FY 2019-2024. Findings
from this evaluation will be a prime information source used by the USAID Mission as it considers continuing, scaling-up, and/or reorienting its rule of law portfolio in the new strategy.

Position Description:

SI is seeking a Team Leader to design and lead the mid-term performance evaluation of the USAID-funded PRP in Kosovo, providing technical guidance and team supervision. The evaluation would be conducted over 60 days. Anticipated to begin October 2017.

Responsibilities:

  • Take specific leadership for the team.
  • Finalize the evaluation design and methodology.
  • Coordinate fieldwork and data collection.
  • Consolidate and guide individual input from team members.
  • Coordinate the process of assembling the final findings and recommendation into a high-quality document.
  • Provide key findings, conclusions and recommendations for the PRP activity and key recommendations for USAID’s new CDCS and potential future programming in the property rights area.

Qualifications:

  • Master’s degree or higher in relevant subject matter.
  • 10 years of evaluation expertise, preferably having conducted evaluations in judicial reform and/or property/land activities.
  • Exceptional organizational and analytical abilities.
  • Excellent oral and written English communication skills.
  • Familiarity with USAID evaluation policy.
  • Experience in the Europe and Eurasia region is a plus.
  • Willingness and ability to travel throughout Kosovo.
  • Fluency in English required; working proficiency in Albanian and/or Serbian a plus.

Evaluation Work Plan -

Work is anticipated to begin within ten (10) working days after the award of the contract. Candidates would need to be available to deploy within this time period once the award is made.
