Job Description

Project title: Technical assistance for the development of a social protection system in Swaziland

Brief description of the assignment: The Technical Assistance Team requires good, knowledgeable, and experienced academic experts for junior non-key expert (JNKEs) positions to build the capacities within the Dept of Disability Specific Objective 2: Social protection provision is more efficient, sustainable and accountable throughout the lifecycle.

Result 2.5: In addition to other results from work across Departments, the Department of Disability is empowered to support progressive policy and social services to children/youth with disabilities and to strengthen family and community to contribute to social protection.

Activities under the assignment

  • Support the SKNE in the preparation of Regulations related to the Disability Act currently in Parliament
  • Support the SKNE in the preparation of Prepare policies/strategies and action plan
  • Support the SKNE in the preparation of analysis of the strategy
  • Support the SKNE in the preparation of the development of budget lines to help revive the vocational training centres
  • Support the SKNE in the preparation of work with the Communication Expert to provide solutions for awareness training within communities
  • Liaise NGO/CSOs providing services to people with disabilities and link with the Social Services Mapping focal point
  • Support the SKNE in the preparation of how to Examine for early detection for disability
  • Support the SKNE in the preparation of policies, strategies and action plans that show a balanced approach between fully integrated inclusive education and inclusive employment whenever possible, with special education, rehabilitation services and protecting environment.
  • Support the SKNE in the preparation of the revival of the three government vocational training centres for people with disabilities (Centre in Mbabane, farm in Malkerns, Nhlangano Vocational Training Centre) by improved management and accountability.
  • Support the SKNE in the preparation of Advice on liaising with CSO-NGO actors and government/private inclusive schools that provide services to children/youth with disabilities, to better coordinate and expand the services to reach out to a larger target population.
  • Support the SKNE in the preparation of Awareness building, public education and advocacy for the rights and dignity and further integration of children/youth with disabilities.
  • Support the organisation of the cooperation with other Departments
  • Support the SKNE in the preparation of the development of documents to support to the revival of the three government vocational training centres for people with disabilities (Centre in Mbabane, farm in Malkerns, Nhlangano Vocational Training Centre) by improved management and accountability.

Expected deliverables

  • Policy/strategy/action plans developed as directed by the Department
  • Vocational training centres up and running effectively with manuals of working, with Job descriptions and structure updated, as well as management and training documents produced for the three government vocational training centres for people with disabilities (Centre in Mbabane, farm in Malkerns, Nhlangano Vocational Training Centre) by improved management and accountability
  • Linking in with KE2 to develop in service training and contribution to the curriculum development at UNISWA
  • Awareness strategy developed
  • Mapping of services and linking to the Mapping of Social Services Expert
  • Assessment of the data for disability and development of database
  • Further develop policies, strategies and action plans that show a balanced approach between fully integrated inclusive education and inclusive employment whenever possible, with special education, rehabilitation services and protecting environment.

Duration of the assignment: 75 working days within the period 1st Aug 2018 – 31st Dec 2018

Requirements:

Essential criteria

- A minimum of 3-5 years of general professional experience and independent and free from conflicts of interest in the responsibilities they take on. In particular:

- At least 3-5 years of relevant experience working in the field of disability

- Extensive experience in developing policies/strategies/action plans

- Experience in developing/managing vocational training facilities

- Experience in mapping of services and development of databases

Qualifications and skills

- Degree in Social Work in Social Work /Disability or related discipline

- Fluency in written and spoken English with sound communication, interpersonal and negotiating skills, including excellent written and oral skills and cross-cultural sensitivity

- Ability to work under pressure, prioritise tasks, take initiative, meet deadlines and remain tolerant, with capacity to develop participative and inclusive team-work

- Computer literacy skills (MS Office / MS Project)

General experience

- Experience in Social Work services in a range of settings

Specific experience

- Extensive experience in the field of disability

- Experience in Policy/strategy/regulation drafting

Desirable criteria that would be an added advantage

- Experience in the Sub-region as well as internationally, with experience in Swaziland desirable

- Knowledge of the Southern Africa culture (language, tradition and academic environment) will be preferable

- Experience of working as an academic consultant is advantageous
