Job Description

Contract title: Provision of expertise to support the European Training Foundation initiatives for human resource development.

Transtec has signed a four-year (2014-2018) service contract with the European Training Foundation (ETF) based in Turin, Italy for the provision of (1) expertise in:

  • Qualifications and qualification systems;
  • Quality in VET;
  • Learning and teaching in VET;
  • Governance in education and training;
  • Employment and employability;
  • Migration and skills;
  • Entrepreneurship and enterprise skills;
  • Innovation and VET.;

And this in the (2) key areas :

  • EU programming and project cycle including sector approaches and budget support;
  • Development of methodologies, tools and instruments to deliver functions and capacity building;
  • ETF priority themes;

For one or more of the (3) following functions:

  • Support to the European Union;
  • Capacity building;
  • Policy analysis;
  • Dissemination and Networking;

Specific terms of reference (TOR) for specific missions are sent by the ETF to Transtec along with a Request for Offer (RfO) before experts are selected. For each specific assignment ETF may require one or more expert(s).

The services may be implemented at a thematic, country, regional or cross-regional level and may require country-specific experience or knowledge. In many cases, selected experts will work within a team of ETF and/or other external experts and their work may constitute a component of a wider project containing other activities and a number of stakeholders.

Expert(s) may be asked to work from home, Turin, or a given EU/partner country (ies).
