Overview
In preparation for an upcoming request for tender for the Australian Department of Foreign Affairs and Trade (DFAT) funded Pacific Labour Facility (PLF), Palladium are looking to identify a Monitoring and Evaluation (M&E) Manager to be based full time in Brisbane from July 2018.

The proposed goal of the PLF is to facilitate the expansion of Pacific labour mobility to Australia. This entails ensuring the participation of Pacific workers in Australian labour mobility programs as well as enhancing the lives and livelihoods of workers, their households and members of their community. It will assist workers with pre-departure and on-arrival arrangements, ongoing pastoral care, and support their return home. The program will have a strong focus on monitoring and learning; both of how best to effectively support labour mobility and the social and economic impacts associated with increased labour mobility.

Key Responsibilities:
* Develop a Monitoring, Evaluation and Learning Framework (MELF) for the Facility;
* Develop and oversee implementation of corresponding systems and processes for data collection and analysis;
* Support the commissioning and conducting of research into the social and economic impacts of Pacific Labour mobility;
* Support program leadership team in program reporting;
* Communicate program learning, outcomes and good practice to program stakeholders;
* Contribute to marketing of scheme to employers;
* Oversee development of case studies on program activities.

Requirements
* 3- 10 years experience of professional experience leading research, analysis, M&E and learning for development programs;
* Knowledge of DFAT policies, M&E requirements, reporting procedures and systems;
* A strategic approach and the ability to think holistically about the contribution of research, analytics and learning
* Excellent writing, speaking and oral communication skills in English;
* Strong ICT and statistics skills.

Desired Qualifications:
* Experience with Labour Mobility issues;
* Experience working in The Pacific.
