The Role
Are you an experienced education sector specialist with knowledge of systems strengthening and methods to build capacity within government systems? Do you have an in-depth understanding of the context of Papua New Guinea and understand intimately the broad range of skills required to deliver effective education sector technical assistance and to navigate political economy issues and relationships? Do you have experience working on bilateral and multilateral development cooperation programs?

Palladium seeks to engage a Facility Director, Long Term Adviser (ARF C4), for the AUD 90M Australian government funded Education Capacity Development Program (ECDF) in Papua New Guinea. The ECDF has been operating in PNG since 2010 and is a flagship initiative of the Australian government in PNG.

Australia’s education assistance in Papua New Guinea (PNG) is designed to address education access and participation, including for women and girls and other disadvantaged groups, improve the quality of education, and improve young people’s employability.

The ECDF designs packages of technical assistance and support to improve efficiencies across the education system, including a focus on data and EMIS systems for better decision making and resource allocation, improving the quality of literacy and numeracy outcomes at the primary level as well as working to support the establishment of a functional TVET system across the country.

You are strategic and demonstrate leadership - you help the Australian High Commission identify and pursue high return investments in skills development across the education sector. You will lead a team of technical specialists and project support staff who have a broad base of experience and expertise.

You are a liaison and a connector - you have the opportunity to shape a program of support to the Government of Papua New Guinea that best leverages Australian expertise and capacity to help build the human capital of Papua New Guinea and contribute to strengthening bilateral ties between the two countries.

You are accountable - you manage the ECDF program in accordance with Palladium program management and fiduciary oversight requirements. You ensure that the program meets or exceeds the development objective set out by DFAT as the funding organisation.

You measure impact and are committed to high quality reporting - you will oversee that the development outcome narrative of the ECDF is well targeted and provides a strong evidence base for the achievements of the investment but also lessons learned in designing effective capacity development support strategies for country level improvement in education service delivery.

You inspire and enable awareness - of GESI related issues and HIV/AIDS in PNG through ECDF activities and placements.
