Job Description

Chemonics seeks a Family Planning and Reproductive Health (Task Order 3) Associate in support of the Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project based in Arlington, VA. This is an exciting opportunity to work within a multi-layered coordination role to support the activities of the Family Planning and Reproductive Health Task Order (TO3) on GHSC-PSM. The associate will provide lead support for drafting and revising key deliverables, including quarterly, semi-annual and annual reports, work plans, and budgets. The Associate is primarily responsible for internal and external communication and knowledge sharing with the GHSC-PSM teams, USAID, and stakeholders. The Associate ensures administrative support needs are met for the TO3 team, including facilitating meetings and events, providing scheduling support, maintaining meeting minutes and tracking tasks across teams. The USAID GHSC-PSM project improves the availability of health commodities and provides supply chain technical assistance. The project has three primary objectives 1) global commodity procurement and logistics, 2) systems strengthening technical assistance, and 3) global collaboration. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include:
  • Support the development of the quarterly and annual budget forecasts for the TO3 work plan in consultation with the TO3 technical team and TO3 finance manager, and provides monthly budget forecasting
  • Tracks and monitors project spending against the TO3 core budget, monitors level-of-effort utilization, invoices, subcontractors’ costs, expense reports, deliverables, etc., to monitor compliance with contract and Chemonics’ regulations. Issues status reports as needed
  • In collaboration with the TO3 technical team, review and provide support on technical inputs into other key deliverables, including quarterly and annual reports and work plans.
  • Manage communications with points of contact for TO3 core activities and monthly update the Gantt chart:- primary tool to monitor core activities progress, implementation and activity expenditures
  • Provide support to TO3 travel, including drafting international travel approval requests, maintaining the quarterly travel forecast, and managing travel and expenses for any non-GHSC-PSM staff
  • Recommend system improvements and ensure communications are consistent between the various units contributing to TO3 activities by working closely with operations, administrative, and GHSC-PSM technical staff to complete work that requires their collaboration in a harmonious, efficient manner
  • Liaise with multiple teams across the project, USAID, and stakeholders to coordinate regular TO3 meetings, including developing agendas and providing logistical support (i.e. reserving meeting space and resolving technical issues with IT team)
  • Capture meeting minutes and track tasks and action items for meetings, ensuring accuracy of communications for record-keeping purposes
  • Provide administrative support to the TO3 team, including maintaining TO3 files and reference materials, among other tasks
  • Field ad hoc project procurement requests, which may include drafting RFPs/RFQs based on approved templates, issuing solicitations, and supporting the administration of the selection process and the execution of the agreement, under direction of supervisor
  • Contribute to technical practice relevant to areas of interest or focus, sharing information and best practices learned with the company
  • Maintain knowledge in own discipline and expand professional and technical knowledge and versatility in international development work through a variety of training resources including: attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics’ practice networks

Qualifications:
  • Bachelor’s degree required; master’s degree in public health, health administration, or other health-related areas preferred
  • Demonstrated interest in maternal, newborn and child health, health supply chain strengthening in low-resource settings, and/ or other related areas of international experience
  • Minimum two years of relevant experience in a professional setting required
  • Proven experience demonstrating excellent organization and coordination skills
  • Prior work experience in international development with knowledge of USAID or similar donors and/or for a USG government contractor preferred
  • Prior experience or knowledge of budgeting, forecasting, and expenditure tracking highly preferred
  • Excellent oral and written communication skills and graphics ability to support the production of outstanding presentations and documents
  • Understanding of Excel and willingness to learn other software programs to support budget development and review
  • Demonstrated experience organizing multiple projects simultaneously and balancing priorities; strong attention to detail with impeccable follow up skills
  • Ability to work effectively both independently and as part of a team, to foster team cohesion, and contribute to a positive work environment
  • Strong knowledge of Microsoft Office applications; familiarity with Share Point preferred
  • Demonstrated honesty, commitment to excellence, and strong work ethic
  • Ability to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; fluency in French or Spanish preferred
