Position Title : Field Coordinator - Programme Operations Duty Station : To be determined
Classification : Professional Staff, Grade UG
Type of Appointment : Special short-term ungraded, Six months with possibility of extension

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.


Context:

Under the overall guidance of the IOM Chief of Mission, and under the direct supervision of the Deputy Programme Manager/ Deputy Chief of Party for the Programme, the successful candidate will manage and be accountable for all the field operations of the Programme. S/he will oversee the field team in their area of responsibility.

The Programme is funded by the United States Agency for International Development (USAID)/Office of Transition Initiatives (OTI). Through the Programme, IOM seeks to improve community stabilization in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, the Programme designs and implements small-grant activities through a process-oriented, community driven approach and emphasize project processes.


Core Functions / Responsibilities:

  1. Manage, monitor and be accountable for the daily operations and staff in the field.
  2. Manage the field team in developing targeted, high-impact activities which meet theobjectives of the programme.
  3. Work with field teams to identify appropriate activity concepts, in line with program objectives,for endorsement and onward submission to the Program Development Unit / designated Associate Program Officer (APO) or Program Support Officer (PSO).
  4. Ensure weekly and monthly targets for ideas/Yellow Lights (YLs) and GreenLights/commitments are met.
  5. Develop and maintain collaborative relationships with local grantees, local governmentauthorities, local contractors, international NGOs, donors, and other key stakeholders.
  6. Ensure the successful, implementation of the programme’s community-based, small grant initiatives at the field level in accordance with the overall objectives of the programme by directly supervising programme implementation staff in the identification of local grantees and partners, technical consultants, and other programme implementers.
  7. Manage and coordinate with operations staff as appropriate for grant activity implementationto ensure that procurement, finance, logistics, and programmatic aspects of each activity are being implemented on-time and in accordance with the specifications of the approved activity.
  8. Coordinate closely with the logistics, financial and procurement teams in the application ofstandard guidelines and procedures aimed at ensuring an appropriate, efficient and transparent use of funds.
  9. Manage and coordinate, as required, with the Programme’s engineering team to ensure the technical quality of proposed, ongoing and concluding grant activities.
  10. Provide regular reporting to the Deputy Programme Manager/Deputy Chief of Party on grantimplementation and provide relevant inputs on project implementation to the Program Development Unit.
  11. Oversee the collection and submission of weekly bullet points on the local political andsecurity context to the Reporting Officer for inclusion in the bi-weekly report.
  12. Coordinate the collection and submission of activity notes for weekly submission to ProgramOfficers (POs) for inclusion in the database.
  13. Coordinate with the Monitoring and Evaluation Officer and Assistants to develop, monitor,evaluate (M&E) and recommend performance measures for regional and individual activities, including contractors and grantees.
  14. Liaise with IOM’s Staff Security Unit (SSU) and the Mission Security Focal point as/whenrequired, in close conjunction with the management of IOM Country Office and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements.
  15. Perform such other duties as may be assigned.


Required Qualifications and Experience:

Education
  • Master’s degree in International Relations, Management, Development Studies, Planning, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
Experience
  • Specific work experience with the United States Agency for International Development (USAID) programs an advantage, preferably with the Office of Transition Initiatives (OTI);
  • Previous experience in community-based and/or small-grants programming desirable,particularly in the areas of infrastructure works, procurement and civil-society strengthening or Monitoring and Evaluation;
  • Experience in project implementation, support to grants fund management; administrative andrelated fields;
  • Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols andexperience working in a challenging security environment;
  • Strong knowledge and cultural understanding of the region and conversant on regional politics;• Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;
  • Effective resource management skills;
  • Experience in developing and maintaining budgetary disciplines across a wide range of gran activities;
  • Familiarity with political analysis in complex crisis settings;
  • Experience in graphic design, Excel Power Point or other software to generate sophisticatedreporting;
  • Strong general analytical skills;
  • Significant reporting and database experience required, preferably with Microsoft Access.
Languages

Fluency in English and French is required. Knowledge of French or Spanish is an advantage based on program location. Knowledge of a local language is an asset.

Other:

Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
