Job Description

Chemonics seeks a Finance Associate for the Global Health Supply Chain Office (GHSCO), located in Arlington, VA. The Finance Associate supports the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project’s financial requirements, management, and administration, and performs tasks related to new business, technical capacity, and management. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include:
  • Track project spending against budgets and monitors level-of-effort utilization, invoices, subcontractors’ costs, expense reports, deliverables, etc., to ensure compliance with the contract and Chemonics’ policies and procedures. Issue status reports as needed
  • Draft and manage project-related trackers and other documentation. Support maintaining wire transfer tracker of outgoing payments to GHSC-PSM field offices
  • Liaise with Accounts Payable, Cash Management, and GHSC-PSM Finance teams to process commodity payments and tracks payments
  • Draft letter of credit (LOC) drawdown documentation. Support tracking of LOC drawdowns and responds to ad hoc inquiries from GHSC-PSM Finance and Cash Management regarding drawdowns
  • On a monthly basis, reconcile the LOC drawdowns against transactions recorded in the accounting system, and monitor average time between drawdowns and spend
  • Coordinate with IDIQ teams and project team as needed to compile agendas for PMU and project-related meetings
  • Work with IDIQ Finance, GHSC-PSM Finance, and Finance & Accounting, in coordination with supervisor, to streamline and improve financial operating procedures for GHSC-PSM by organizing meetings, taking notes, and tracking completion of deliverables
  • Monitor and perform monthly quality control (QC) reviews of GHSC-PSM HQ transactions, verifying appropriate use of GHSCO financial reporting attributes
  • Document frequent QC issues identified during review process, to identify areas requiring better documentation and training for GHSC-PSM HQ
  • Input correcting entries and prepares related supporting documentation as needed to improve PSM financial reporting attribute accuracy
  • Maintain IDIQ Finance filing system for both electronic and physical files
  • Coordinate cross-cutting initiatives, effectively collaborating with various functional and administrative teams
  • Field ad hoc project procurement requests, including drafting RFP/RFQ based on an approved template, issuing solicitation, and supporting the administration of the selection process and the execution of the agreement, under direction of supervisor
  • Provide ad hoc billable support to GHSC-PSM finance team, as needed
  • Maintain knowledge in own discipline and begin to expand versatility in international development work by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics’ practice networks
Qualifications :
  • Bachelor’s degree or equivalent work experience
  • Minimum two years of relevant administrative or professional work experience
  • Demonstrated ability to handle routine tasks and operational issues, particularly in financial management
  • Previous experience supporting USAID contract financial management preferred
  • Demonstrated ability to communicate clearly and concisely in both verbal and written communications; strong cross-culture communication and sensitivity skills
  • Ability to multitask with strong attention to detail, organization, and time management in a fast-paced environment
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives
  • Demonstrated resourcefulness in problem-solving and initiative to learn new skills
  • Able to work both independently and as part of a team
  • Strong customer service and interpersonal skills
  • Strong knowledge of MS Office applications particularly Excel required
  • Language proficiency for geographic area assigned preferred
  • Previous experience working in international development and/or living or conducting volunteer work in developing countries preferred
  • Willingness to travel and work abroad in less developed countries for at least 4 to 8 weeks a year
