The Finance Manager is responsible for accurate financial reporting and revenue management for an annual portfolio of approximately $30M, made of up several different assistance and acquisition awards sponsored by USAID. This includes tracking expenses and AR balances and preparing and/or reviewing financial deliverables, reports, and invoices. The Senior Management & Finance Analyst also supports departments across the Institute with financial analysis and grant/contract management. The Finance Manager may periodically lead working groups within the Business Planning & Analytics department and he/she may conduct trainings on topics related to financial management and award administration. Please note: This position does not manage people but manages the processes.
- Creates and maintains award/contract status reports to monitor project expenses against approved budget line items. Identifies major variances and resolves issues with revenue recognition and cash receipts. Prepares monthly invoices for seven separate USAID-sponsored programs, and reviews invoices and financial reports for four others. Prepares other financial deliverables as required, such as pipeline analyses, projections, residuals analyses, financial reports, etc.
- Dedicated to monitoring sub award recipients for two USAID cooperative agreements. Reviews advance requests and subsequent payment reconciliations. Provides training and acts as a resource for field and home office staff in sub-recipient monitoring and compliance, namely around spending and payment reconciliations, and field office operations. Coordinates the quarterly budget v. actuals, pipeline analysis, and accrual reports.
- Reviews award status reports on a monthly basis or as needed with points of contact in the Client Engagement unit; plans and facilitates regular meetings with these contacts. Reviews burn rate and other metrics to make projections and provide financial decision support to the Project Manager. Interprets agreement and applicable regulations to determine recoverability of costs and advise on business decisions.
- Guides colleagues throughout the organization with financial management and resource planning. Includes providing analysis and support during the annual plan and mid-year forecast process.
- Prepares content for and participates in meetings with senior management and cross-departmental trainings. Responsible for ad-hoc departmental and IIE wide projects, leveraging experience, and knowledge of IIE’s financial systems and cost allocations.
- Determines appropriate product type for new agreements and facilitates PeopleSoft award setup. Develops and distributes payment coding structure. Acts as award administrator throughout the life cycle of an award, including creating new projects and activities and uploading and tracking financial deliverables.
Education and Work Experience:
- Requires a Bachelor’s degree in order to apply subject matter of a specialized technical discipline.
- Requires at least five (5) years of related work experience and a minimum of five years of total work experience.
Other Knowledge, Skills and Abilities:
- Proficiency in Microsoft Office Suite, specifically with ability to run pivot tables, data validations, charts, and advanced formulas in Excel.
- Strong compliance background, with knowledge of Uniform Guidance and FAR.
- Familiarity with GAAP a plus.
- Experience with both grant and contract management, specifically with USAID.
- Experience with a variety of funding mechanisms, including grants, contracts, indefinite quantity contracts, cooperative agreements, etc.
- Excellent written and verbal communications skills, with the ability to drive common understanding across a variety of stakeholders.
- Ability to exercise discretion on confidential matters.
- Proven ability to create and explain comprehensive financial report and analysis.
- Demonstrated ability to proactively identify financial and compliance risks.
- Ability to develop and conduct training to a variety of stakeholders.
- Demonstrated ability to prioritize workload, assume responsibility for work and follow through to completion, work under pressure and tight deadlines, and work with team members from different locations and cultures.
