About the Position

Dexis is seeking an experienced Finance Manager for the USAID/Somalia Locally Legitimate Stabilization (LLS) project. The goal of this project is to increase Somalia’s stability through participatory processes that promote good governance and community cohesion; increase confidence in governance based on equitable participation in decision making and management of community assets; and empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth.

This is a full-time position supporting an anticipated five-year project based in Mogadishu, Somalia. This position is contingent upon award.


The Finance Manager must be responsible for all financial oversight, including grant administration, subcontract administration, budgeting, financial management, and reporting compliance. The Finance Manager must ensure that implementation is in accordance with USAID regulations and procedures specified in the Contract. This must include cash flow management, reporting to USAID on the financial aspects of the LLS activity, and daily monitoring of obligations, budgets, and expenditures. S/he must also ensure continuous liquidity and inform/advise the SMT with up-to-date accurate financial analysis.


Minimum Requirements:

  • Relevant experience working on donor-funded activities in a related role.
  • Experience with in-kind activities or small grants under contract activities and numerous subcontracts.
  • Fluency in the Contractor’s policies and procedures in regards to financial management, financial reporting, procurement processes, systems, and grants management.
  • Bachelor’s degree in a relevant field.
  • Demonstrated ability to communicate effectively in English, both verbally and in writing is necessary.
