The Finance Officer role is responsible for both Accounts Payable and Accounts Receivable within the HSOT project for DFID and SU as the clients.

The Humanitarian and Stabilisation Operations Team provides the Department for International Development with humanitarian services and the UK Government’s Stabilisation Unit with stabilisation support. HSOT works with DFID to lead the UK Government’s response to humanitarian disasters in co-operation with the United Nations, the Red Cross and Red Crescent Movement, non-governmental organisations and governments of disaster-affected countries.

Accounts Payable
* Undertake the day to day operations of the processing and payment of suppliers.
* Maintain and regularly update the vendor master list.
* Verify supplier invoices to ensure they have all the relevant information and are coded correctly.
* Validate time and expenses submitted through time management system; including verification that the right project categories are used and ensure data transferred is correct in the financial management system (CostPoint).
* Identify missing data related to project expenses and liaise with the Finance Manager to correct mistakes.
* Upload payment forms and time management (Deploy Adviser) vouchers to the finance system.
* Process and post Accounts Payable vouchers and payment authorisations.
* Ensure payment approvals are in line with the Delegation of Authority policy and guidelines.
* Assist with reconciling the creditor to creditor statements and ensure general ledger balances with creditor sub-ledger.
* Process expense claims and credit card statements.

Accounts Receivable
* Produce draft invoices for revision by the Finance Manager.
* Ensure supporting schedules are available to back up invoicing.
* Ensure billing formulas and rates are right before sending sales invoices to the client
* Maintain finance team records on internal website (Sharepoint).
* Ensure proper reporting of paid invoices in the ledger.
* Provide consistent follow up with stakeholders regarding outstanding invoices.
* Follow up on debt collection and work through queries to ensure that the debt is adjusted where necessary and is collectable.
* Clear residual amounts from the debtors’ report.

Reporting Requirements
* Line reporting to the Finance Manager
* Engagement in all team activities , including routine meetings, peer support, and reporting.
* Establish objectives with line manager including regular progress updates
* Monthly, quarterly, annual contractual reporting on key result areas and as required on any other important areas of concern.
* Any other reporting request as instructed by the line manager
