Job Description

Chemonics seeks a Task Order Finance Specialist to join the USAID Global Health Supply Chain Program – Procurement and Supply Management Project (GHSC-PSM). GHSC-PSM is the primary vehicle through which USAID procures health commodities, provides technical assistance to improve partner countries’ management of supply chains, and collaborates with key international stakeholders to support global health initiatives.


GHSC - PSM is a multi-billion dollar USAID funded objective and the largest project in the history of the agency. The project consolidates the previous procurement and assistance components of the Supply Chain Management System (SCMS) and Deliver programs and is the primary vehicle through which USAID will procure lifesaving commodities to partner countries. Supporting key global health initiatives in HIV/AIDS, malaria, reproductive health, maternal and child health and zika, the project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboration via strategic engagement to improve long-term global supply of health commodities.


The Finance Specialist provides support of financial and accounting activities to the Task Order Malaria, awarded under the GHSC-PSM IDIQ. This position monitors multiple levels of transactional data generated and reported through Chemonics’ systems and assists in managing all financial aspects of the Task Order and communicating with clients on all financial matters. Responsibilities include:
  • Supports Task Order Finance Manager in financial management activities specific to the GHSC-PSM IDIQ
  • Assists in development and maintenance of the Task Order headquarters budget, as well as tools and systems
  • Participates in design, promulgation, and maintenance of a system of internal controls designed to support the accuracy of accounting data specific to task orders under the GHSC-PSM IDIQ
  • Tracks buy-ins and obligations into the Task Order contractual mechanism
  • Provides financial information for countries, ensuring accuracy and timeliness of data disseminated to Missions as agreed by the Task Order Finance Managers and USAID/Washington
  • Participates in the monthly, quarterly, and annual BI&A data scrubbing and submission of financial reports for actuals, and uploads country budgetary data into BI&A
  • Provides support for headquarters cost recovery budgeting activities and of specific Task Order Core and cost recovery budgets

Qualifications:
  • Minimum 3 years of relevant work experience, or combination of work experience and education
  • Bachelor’s degree in Accounting, Finance, or related field required. Master’s degree in Business, Accounting, or related field preferred
  • Fluent English required; proficiency in languages spoken in countries in which GHSC-PSM is implemented a plus
  • Ability to work across a matrixed organization and influence teams both directly and indirectly
  • Skilled in learning new financial and accounting concepts quickly, and able to translate and deliver this information to colleagues with little to no financial background
  • Prior experience with supporting accounting policies, procedures, and systems in an international organization
  • Demonstrated ability to communicate clearly and concisely both orally and in writing
  • Strong administrative skills, word processing abilities, and attention to detail
  • Demonstrated ability to follow standard practices and procedures and make significant contribution to end results
  • Strong knowledge of MS Office applications, especially MS Excel
