Macfadden, now part of PAE, is seeking an Elections and Political Processes Fund (EPP Fund) Administrator to support USAID’s Center for Excellence on Democracy, Human Rights and Governance. The EPP Fund supplements USAID Missions’ budgets for elections and other political processes when unanticipated needs arise, when temporary windows of opportunities emerge, and/or or when the Mission seeks to support unique and innovative programming. This position is situated with the Elections and Political Transitions division of USAID’s Center of Excellence on Democracy, Human Rights and Governance (the DRG Center) within the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA).
The EPP Fund Administrator is key in ensuring that activities supported by the EPP Fund comply with applicable policies, including USAID’s commitments to gender equality and inclusive development, USAID’s Political Party Assistance Policy, and other policies. The EPP Fund Administrator will also work with the other members of the Elections and Political Transitions division to ensure that activities supported by the EPP Fund are consistent with the USAID Strategy on Democracy, Human Rights and Governance and best practices for supporting elections and other political processes.
Occasionally, the EPP Fund Administrator may travel overseas to assist Missions in designing, implementing, or overseeing EPP Fund projects or to evaluate activities.
The EPP Fund Administrator will function as a member of the DRG Center’s Elections and Political Transitions Division and may be tasked with other responsibilities by the Elections and Political Transitions Division Chief. For example, the EPP Fund Administrator may be asked to represent the division on one of the DRG Center’s internal working groups related to gender equity, travel, or training and leadership development or to serve as the DRG Center’s “backstop” for a specific priority country.
A US secret security clearance or above is required to qualify for this position.
ROLES AND RESPONSIBILITIES
- Organize the review process of which USAID Missions apply to receive funding from the EPP Fund.
- Assist Mission personnel with uploading their applications to the EPP Fund online application system and assist with any questions they may have.
- Track the status of successful awards from program design through obligations and report the results during the two or more open calls each fiscal year.
- Organize application and budget documentation, schedule review committee meetings, document recommendations of the committee and prepare decision memorandum for the Director of the DRG center.
- Correspond with Missions, maintain the EPP Fund’s on-line application website and review program descriptions provided by Missions with successful applications
- Liaise with the DRG Center’s financial management staff to transfer funds to USAID Missions.
- Oversee all major aspects of the EPP Fund including information management, financial management, communications, and reporting;
- Liaise with Missions designing EPP Fund projects;
- Work with web services technicians to identify and troubleshoot website problems for the EPP Fund online system, as well as suggest and oversee the implementation of changes and improvements to the online system;
- Organize and maintain all electronic files in the EPP Fund shared drive,
- Prepare materials for response to USAID and interagency requests for information, and other inquiries regarding the EPP Fund from Congress, the Administration, and other US government agencies, professional organizations, and the general public;
- In consultation with staff of the Elections and Political Transitions Division, work with the DRG Center’s Communications Specialist to develop and implement a strategic communications outreach effort on the achievements of the EPP Fund;
- Contribute to communications tasks regarding USAID programs in the sub-sector of elections and political processes;
- Develop a monitoring and evaluation plan to better gather and document first-hand reports from the field;
- Contribute to EPT learning projects and other team projects as needed; and
- Other duties as assigned.
EDUCATION, EXPERIENCE AND SKILLS
At a minimum, the individual must have:
Education: Bachelor’s Degree; preferably in political science or a related discipline;
Experience: Bachelor’s Degree with 8+ years of experience, Master’s Degree with 6+ years of experience, less than a Bachelor’s Degree with 10+ years of experience.
- Demonstrated experience managing and/or facilitating the flow of information and correspondence and working with online systems including websites, electronic filing and record-keeping, and databases;
- Demonstrated ability to communicate both orally and in writing;
- Demonstrated organizational skills showing attention to detail;
- Demonstrated experience using Microsoft Office applications including Excel, Word, Power Point, Access and other database software applications;
- Demonstrated experience in working with quantitative information including budgets;
- Demonstrated experience using Microsoft Office applications including Excel, Word, Power Point, and other database software applications and/or Google Docs, Sheets, and Slides ; an
- A demonstrated knowledge of, and experience with, gender analysis and its application to the democracy, human rights and governance field is preferred.
