Global Fund Fiscal Agents provide a broad range of financial management services to grant recipients. The Fiscal Agent team is responsible for ensuring that all financial management and purchasing activities satisfy the requirements of the Grant Agreements that govern Global Fund activities in-country. The team will work alongside finance staff of the respective grant recipients and provide professional support services for fiscal management and funds control such as budgeting, financial management, internal controls, accounting, cash disbursements, financial reporting, and account reconciliation to ensure the proper, efficient, effective, and transparent use of funds. The Fiscal Agent will also be expected to support grant recipients in order to strengthen their capacity.

The Team Leader will oversee a team of 3-5 financial management and procurement specialists and ensure that activities are conducted in accordance with Fiscal Agent Terms of Reference. The Team Leader will possess ultimate responsibility for ensuring that the grant recipients are following established accounting and procurement procedures that proper safeguards and risk mitigation measures are in place, and will be responsible for signing off on all financial transactions.

  • Ensure that reporting to the Global Fund is accurate, timely, and in accordance with the Grant Agreement and the applicable policies and regulations of the Global
  • Ensure that proper safeguards and risk mitigation measures are in place.
  • Ensure proper use of Cardno’s internal Fiscal Agent tools and reporting
  • Mitigate the risk of fraud or misuse of grant funds and reduce ineligible
  • Ensure the continuity of program implementation in high risk environments, and ensure that safeguards are in place with respect to Global Fund
  • Take the lead in assessing systems and procedures currently in
  • Work with grant recipients to improve written policies and manuals and adapt best practices for procedures and


  • Minimum required education: Master’s degree in in finance, business, economics, or public administration.
  • Preferred education: Professional certifications such as CPA, CA or ACCA, or equivalent specialized training.
  • Minimum required experience: 10 years of experience as a Finance Manager, Controller, Director of Finance, Chief Financial Officer or in a similar senior position responsible for accounting, budgeting, financial management, and reporting of donor funded programs.
  • Preferred experience: Previous experience with Global Fund grants.


  • Significant experience in setting up and improving financial management operations and systems, including establishing written procedures.
  • Strong understanding of financial risks associated with donor funded health programs and associated control measures.
  • Knowledge and experience of project-based financial management, grants management, contract management and procurement procedures.
  • Proven leadership qualities and experience.
  • Excellent communication skills and ability to work with high-level government officials and business executives.
  • Previous working experience on projects financed by international donors or development agencies (World Bank, USAID, MCC, Global Fund or others).

Computer Skills

  • Advanced proficiency in Microsoft Office – Excel, Word, Project, Outlook, and PowerPoint.
  • Extensive experience and proficiency in the use of automated commitment, budgeting, and accounting software applications.
  • Experience using Primavera Accounting Software is desirable.


  • Good written and spoken French and English.

  • Limited local travel may be required.
