Despite security concerns and oil price dependency, MENA countries have a large and unrealized potential to diversify and grow their economies through non-extractive foreign investment. Pragma Corporation is developing an analysis of opportunities for USAID programming to support MENA economic growth through FDI promotion and enabling environment enhancement.
RESPONSIBILITIES AND TASKS
The Foreign Investment Promotion and Institutional Strengthening Specialist will carry out the following activities that build on the phase 1 study that has already been completed:
- Provide a more detailed offsite analysis of key program design and implementation factors impacting on the effective targeting and robust, sustainable impact of FDI facilitation & promotion strategies/programs;
- Design a detailed FDI program toolkit
The assignment will be carried from the end of April through August.
The Specialist will have 5+ years of commercial or academic experience in international trade and investment promotion, as well as 2+ years of donor foreign investment project experience. He/she will have research or project experience in the MENA region, and have an MA degree or higher in economics, business, or a related field. He/she will have experience with government investment promotion agencies and be knowledgeable about effective investment promotion strategies and value chain and market development.
