Job Description

The Fiscal Agent shall act on behalf of the Millennium Challenge Account (MCA) to provide a broad range of financial management services that are requested by MCA to implement the projects funded with the Grant funds.

In this capacity the Fiscal Agent shall diligently oversee, discharge and perform all services necessary to achieve the optimum value for the monies expended by MCA, while ensuring that all financial transactions are conducted in strict compliance with principles, rules and procedures set out in the Compact and its Supplemental Agreements.

Reporting to the Fiscal Agent Manager (FAM), the Senior Accounting Specialist (SAS) will be responsible for various aspects of general ledger accounting and financial reporting including:

  • Supporting the Fiscal Agent Manager in recommending, implementing and maintaining fiduciary control processes
  • Supporting the Senior Payment Specialist with commitment and A/P accounting functions
  • Supervising and training a small team of Local Professional Accountants to assist with system requirements and reporting
  • Maintaining the accounting system including voucher definitions, vendor database, fixes assets, foreign exchange, payment control, and overseeing enhancements to the accounting software
  • Maintenance of the charts of accounts including cross references to MCC accounts
  • Voucher control, GL posting and monthly closing, reconciliation and reporting
  • Perform all bank reconciliation
  • Team participation in project requirements such as FAP and Audit Plans
  • Cash forecasting
  • All Bank accounts, reconciliations and cash reporting
  • Maintenance of a filing system (physical and electronic) for all original payment documents
  • VAT issues and if exist VAT-Related accounting staff

The Senior Accountant Specialist (SAS) will, at a minimum, possess the following qualifications, skills and professional experience:

  1. Master in Business Administration / Finance and Accounting
  2. Training in business, economics, finance, accounting, public administration, or related field
  3. Professional Accounting qualification or specialized training
  4. Significant experience working as a financial management professional (approximately 8 years or more)
  5. Excellent working experience with automated financial management applications. Experience with SAP is an advantage
  6. Fluency in written and spoken English and French
  7. Working experience in francophone Africa is an advantage
  8. Computer literate - Excel, Word and accounting packages, etc.
  9. Knowledge and experience of contract and procurement procedures would be an advantage
