Job Description

Overview: IBTCI is seeking a Global Climate Change/REDD+ Specialist in support of the USAID/Zambia Evaluation of the Community-Based Forrest Management Program in Zambia (CFP). This is a short-term consultancy position based in Zambia. The Community-Based Forestry Program is a 5-year (2014-2019) project being implemented in Zambia’s Muchinga and Eastern Provinces by BioCarbon Partners, Ltd. (BCP). CFP is designed to support the Government of Zambia’s Reducing Emission from Deforestation and Degradation (REDD+) strategy by establishing the largest REDD+ program in Zambia and piloting innovative approaches to participatory forest management. The project aims to: reduce carbon emissions from deforestation through participatory natural resource management; increase the number of hectares of forestland under improved management; and enhance livelihoods through the development of non-timber forest products and alternative income-earning opportunities to unsustainable charcoal and timber production.

Using your experience and subject matter skills, the Consultant will perform the following tasks. Tasks could include but not be limited to:

  • Provide technical leadership with respect to the natural and man-made challenges facing forestry management in Zambia, as well as the capacity constraints that impede sustainable forestry development at both the local and national level;
  • Provide technical leadership on evaluation questions concerning USAID’s strategic options for future forestry management in Zambia;
  • Participate in team meetings;
  • Lead key informant interviews, group meetings, site visits in the absence of the Team Leader;
  • Draft the sections of the report relevant to his/her expertise and role in the team;
  • Participate in presenting the report to USAID or other stakeholders and be responsible for addressing pertinent comments provided by USAID/Zambia or other stakeholders;
  • This position will not authorize/require the consultant to have decision making authority on final work product.

Required Knowledge, Skills and Abilities:

  • A postgraduate degree in Forestry, Environment, Climate Change, Natural Resource Management, or a related environmental science;
  • A minimum of 8 years of international field experience in forestry work, with an understanding of co-management and climate change adaptation principles, especially REDD+;
  • M&E experience with at least one similar USAID project, or that of another international donor, and have familiarity with USAID regulations and systems;
  • Previous experience in Southeast Africa, preferably Zambia.

Minimum Requirements:

  • A postgraduate degree in Forestry, Environment, Climate Change, Natural Resource Management, or a related environmental science;
  • A minimum of 8 years of international field experience in forestry work, with an understanding of co-management and climate change adaptation principles, especially REDD+;
  • M&E experience with at least one similar USAID project, or that of another international donor, and have familiarity with USAID regulations and systems.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Education: A postgraduate degree in forestry, environment, climate change, natural resource management, aquaculture or a related environmental science.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel will be required. Ability and willingness to travel throughout Zambia.
