Project Overview
The nine-year (2017-2026) $90 million Pathways Program’s key outcomes are to reduce disparity and improve participation and education performance of boys and girls, particularly those experiencing disadvantage within the Autonomous Regional of Muslim Mindanao (ARMM); and to support sustainable positive engagement and collaboration of key actors and stakeholders in providing and supporting conflict sensitive quality basic education services.

Purpose of the Position

The GEDSI Specialist will work with the Pathways Program Team (including the GEDSI Adviser), BARMM- Ministry of Education and other key stakeholders to integrate GEDSI to achieve 3 objectives:

1 Appropriate, balanced, inclusive, contextualised, conflict sensitive curriculum delivered K - 3.
2 Improved quality effectiveness and management of basic education teachers, including their role as peace makers
3 More inclusive and collaborative policy and decision-making through increased availability, transparency, analysis and use of data/evidence including rigorous M & E and more effective engagement of stakeholders.

Under the direction of the Program Lead (Technical), and with the technical support and advice of the international GEDSI Adviser, the GEDSI Specialist will lead the coordination and regular review of the program’s GEDSI strategy and related action plans, supporting technical advisers, the MEARL team and other relevant program staff to integrate GEDSI considerations meaningfully into their work, including through engagement with relevant partner organisations.

1. Coordinate and contribute to the development of an ‘Inclusivity Strategies and Guidelines Manual’ that will ensure that all issues are understood, accepted and consistently addressed and integrated into the program.
2. Contribute to annual planning processes ensuring a GEDSI lens is applied to planned activities and program management approaches. This would include progress reporting by reviewing progress and identifying what works well and lessons learned through the Quarterly Strategic Review and in Six Monthly Progress Reports.
3. Collaborate with relevant program staff to ensure that children, women’s groups, disabled persons organisations (DPOs) and indigenous peoples’ groups are actively involved/consulted in relevant program planning, implementation and MEARL activities.
4. Collaborate with the MEARL Lead, and relevant MEARL team members, to fully integrate gender equality, disability and social inclusion through Pathways’ MEARL plans and processes including:
* Proposing indicators and appropriate measures and data collection for inclusion in the M&E and learning plan
* Supporting evidence and data collection, analysis and reporting, including quarterly progress reports.
* Advising on the design and conduct of relevant Pathway’s targeted research on GEDSI, and ensuring GEDSI is integrated in all research activities
5. Advise Pathways program staff on the mainstreaming of gender equality, disability and social inclusion in policies, activities, program management and in line with the Pathways’ GEDSI Action Plan, including:
* Education access, quality and curriculum development
* Operations including HR and recruitment
* Grants management

6. Provide advisory support and capacity building strategies to Pathways’ partners, stakeholders and networks in the area of GEDSI.
7. Working with the Teacher Development Adviser and Curriculum and Learning Adviser, consider teacher professional development (e.g. differentiated teaching strategies) and curriculum development approaches (e.g. ensuring integration of content that promotes gender equality, disability and social inclusion), contextualised to the Bangsamoro and Islamic education context.
8. Other duties as reasonably required by the Program Lead (Technical) and Team Leader.

Qualifications and Experience:
The GEDSI Specialist should possess the following qualifications and experience.

* Demonstrated understanding and experience working on gender equality, disability and social inclusion, preferably in Mindanao
* Demonstrated experience in providing technical assistance and capacity building services to government and community partners.
* An understanding of Islamic education and associated GEDSI issues, especially around gender and the empowerment of women and girls. An understanding of Islamic perspectives on GEDSI would be beneficial.
* A deep understanding of the development, education, gender, disability and social inclusion and indigenous peoples’ challenges in BARMM including women’s empowerment, gender equality, disability, ethnic minorities, isolated communities and peace building contexts
* Networks among women’s, indigenous peoples’ and disabled peoples’ organisations, in the Bangsamoro highly desirable
* Practical understanding of knowledge and skills transfer and capacity development approaches and tools for GEDSI including gender analysis and mainstreaming
* Ability to work collaboratively with multiple counterparts to achieve outstanding results;
* Excellent written and verbal communication, liaison, facilitation and interpersonal skills; and fluent in English (written and oral).

* Degree in gender studies, development, social work, human rights, education or relevant social science discipline
