Job Description

Overview

About the Proposal

DFID seeks to establish a new Global Evaluation Framework Agreement (GEFA) to ensure the provision of efficient and effective expert services for the design and implementation of evaluations of oversees development assistance delivered by DFID and other government department. The purpose of evaluation is to support the effective delivery of DFID’s Strategic Objectives by producing high quality, independent, relevant evaluations that enable development interventions to be responsive to the poorest people and contribute to their wellbeing.

Responsibilities

The Program Monitoring Consultant works in a continuous process of systematic data collection, against a set of pre-determined indicators, to inform managers and key stakeholders on progress in relation to planned inputs, activities and results, as well as the use of allocated resources.

  • Responsible for designing and implementing monitoring systems including meaningful indicator identification and definition, data collection systems, targeting and reporting according to DFID’s standards.
  • Assist in the monitoring of the implementation activities conducted by the team. This may involve reviewing work plans, reports, participating in field visits, initiating regular reviews of the data collection/field notes.
  • Verify results achieved by the program team.
  • Follow relevant codes of conduct for evaluations (including on beneficiary feedback).
  • Create reports on findings and presents data and findings to inform future project developments.
  • Share knowledge and experience on undertaking development evaluations with, for example, each other, development partners and key stakeholders (from governments to small NGOs) to help further development the professional practice of evaluation.

Framework

The project is expected to be operational from July 2016 – June 2018, with the option of extending for two (2) periods of one year.

This consultant assingment is expected to last 1 to 2 months.

This assignment will have a regional coverage (East Africa and South Asia) and monitoring will be undertaken in a wide range of different geographic locations and contexts, primarily where DFID operates, including fragile and conflict affected states (FCAS).

It will cover requirements for monitoring and evaluation in a range of themes, including but not limited to: Human development (e.g. education, health, water supply, social protection and sanitation); humanitarian assistance; economic development (e.g. infrastructure, social services, production); governance and security (e.g. public sector reform, anti-corruption); climate change.

Qualifications
  • Master’s Degree in a development field, social science, economics, or relevant discipline.
  • 5 to 7 years of progressively responsible professional experience in a monitoring role with an international development organization.
  • Experience in the administration of multi-faceted evaluation projects in developing countries.
  • Experience in Monitoring management, and qualitative data collection and analysis; experience in conducting evaluations and designing performance and process evaluations.
  • Experience in at least one of the following; Human development (e.g. education, health, water supply, social protection and sanitation); humanitarian assistance; economic development (e.g. infrastructure, social services, production); governance and security (e.g. public sector reform, anti-corruption); climate change.
  • Experience in implementing high quality methods, analysis and synthesis in the delivery of and have improved its application.
  • Excellent analytical skills and the ability to summarize qualitative and quantitative data in a clear and concise manner.
  • Excellent research and data collection methodology skills.
  • Ability to work independently to efficiently meet deadlines.
  • Good practice in working with marginalized groups
  • Good practice in undertaking evaluations from a gender perspective – with reference to the International Development (Gender Equality) Act 2014, having procedures and processes in place to ensure high ethical standards in their design, implementation and dissemination of evaluations and or monitoring.
  • Knowledge of general administration, timeliness Financial management
  • Flexibility to respond to changing needs and demands
  • Ability to travel internationally.
  • Fluency in English is essential
