Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

UNOPS Myanmar is committed to mainstreaming gender through our projects and programmes, as well as promoting gender equality in our office. This role will be an integral part of that process, through providing technical support to gender strategies, reviews and analyses at project and programme level, building capacity amongst staff in issues related to gender, and supporting the implementation of the Gender Parity Strategy. The Gender Specialist will work under the direct supervision of the Director and Representative of UNOPS Myanmar. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS. Functional Responsibilities

Provide targeted advisory services for the integration of social and gender aspects in the project cycle with reference to tools and methodologies developed by UNOPS

  • Provide technical expertise to the development of Gender Strategies, Guidance Material and Gender Action Plans for the UNOPS funds (Access to Health Fund, LIFT Fund, Joint Peace Fund)
  • Conduct Gender Review of proposals and project/programme documentation in order to mainstream gender and meet partner requirements
  • Conduct Gender Analysis for new and ongoing projects and programmes, suggest recommendations and monitor their implementation
  • Enhance UNOPS business development and partnership work by growing understanding of social and gender requirements of different funding agencies, working together with the partnerships team
  • Support the development of Social and Gender Inclusion Strategies for projects and programmes, including provision of technical expertise
  • Review and/or support the development of gender sensitive proposals Integration of social inclusion aspects including community engagement and adequate participation of vulnerable groups.
  • Develop action plans to incorporate gender aspects in ongoing projects and programmes
  • Provide advice and technical support to conduct social and/or gender screening/audits/assessments
  • Participate in the Needs Assessment Mission team if requested
  • Support implementation of work on the prevention of sexual exploitation and abuse (PSEA), including monitoring the implementation of work on minimum requirements

Provide technical support for the implementation of projects carried out by UNOPS to ensure they effectively contribute to gender equality and women’s empowerment

  • Identify, capture and share best practices and lessons learnt on social and gender equality
  • Provide advice to the project manager/programme manager to ensure support services are gender sensitive
  • Conduct, evaluate and report on social and/or gender audits
  • Provide technical assistance to the implementation of Prevention of Sexual Exploitation and Abuse requirements for downstream partners
  • Work closely with relevant focal points and gender specialist within MMOC ensuring coordination of the gender efforts across MMOC programmes
  • Ensure UNOPS Myanmar projects and programmes are compliant with requirements in the UNOPS Project Management Manual, and this is recorded in appropriate online systems such as OneUNOPS projects

Facilitate training activities for the UNOPS teams and partners, to develop their capacities in the area of the gender equality and women’s empowerment

  • Develop and facilitate workshops on gender related concepts, policies or sectoral issues to develop knowledge and ownership on gender issues for the Gender Group and relevant personnel
  • Design and implement capacity building activities in relation to social and gender inclusion for UNOPS staff/suppliers/communities as appropriate
  • Provide advice to project/programme managers on gender and social inclusion aspects
  • Facilitate trainings in key topics related to gender equality for UNOPS Myanmar colleagues, including sexual harassment

Support implementation of the UNOPS Gender Parity Strategy

  • Conduct internal trainings in the office to facilitate achievement of gender parity
  • Implement internal gender parity and mainstreaming plan together with human resources
  • Coordinate with UNOPS Diversity and Inclusion Specialist to facilitate implementation of UNOPS corporate strategy and special measures for Gender parity
  • Support development and implementation of outreach plan to attract more women to leadership positions in Myanmar together with human resources
  • Serve as an advisor to senior management on gender parity-related issues.

Coordination and Knowledge Management

  • Serve as the National gender focal point for the Myanmar office
  • Manage the Gender Group Action Plan, reporting six monthly to the UNOPS Management Group
  • Prepare an annual Gender Report which documents the gender activities across the UNOPS Myanmar office
  • Support inter-agency and national initiatives related to gender mainstreaming
  • Represent UNOPS in inter-agency gender working groups and relevant coordination mechanisms, including the UN Gender Theme Group, Gender Equality and Women’s Empowerment Working Group and Gender Based Violence Thematic Working Group
  • Facilitate and support knowledge management and exchange of best practices across the region and globally
  • Perform other duties as requested
Education/Experience/Language requirements


  • Master’s degree in social science, humanities, peace and conflict, development, international relations, project management, gender studies or a related field is required.
  • Bachelor’s Degree in combination with additional two years of relevant experience may be accepted in lieu of the advanced university degree.


  • Minimum of 5 years of relevant experience in programme/project management support is required, preferably related to gender
  • A minimum of 3 years experience working on gender-related initiatives is required; for example, gender mainstreaming, gender parity activities, gender analysis, reporting and assessment, institutional learning cycle for gender, promotion of gender equality, inclusion, social cohesion and other related activities
  • Previous successful involvement with, and good knowledge of: government, donor agencies, UN system, NGOs and/or civil society in Myanmar would be an asset.
  • Computer literacy in Microsoft packages (MS Word, MS Excel) is required, along with the ability to use software tools to present data clearly and concisely.


  • Fluency in written and oral English and Myanmar languages required.
