AKF USA is seeking to hire a Finance and Grants Manager for the AKF and USAID jointly-funded LocalImpact Leader with Associate (LWA) award. With an eye toward conflict prevention and resolution, LocalImpact will target marginalized and vulnerable communities to: (1) Catalyze inclusive economic growth and ensure basic livelihoods; (2) Enhance infrastructure and access to basic services with a focus on clean energy; (3) Enhance the capacity of citizens and local institutions; and (4) Promote pluralism and social cohesion.
The Finance and Grants Manager is responsible for the award’s overall financial management including budgeting, financial reporting, capacity building on USAID financial best practices, compliance assurance, and internal audit coordination. This is a professional position that will work closely with the LocalImpact Global Lead and AKF USA’s Finance Department, specifically its Associate Director of Finance, to ensure LocalImpact’s alignment with and contribution to AKF USA financial management and accounting practices. The position will involve international travel (Central and South Asia, including Afghanistan, and East Africa) to fulfill responsibilities.
PRIMARY DUTIES AND RESPONSIBILITIES
- Provide overall financial grants management including performance analysis, budgeting, reporting, and oversight of the LocalImpact LWA award and Associate Awards;
- Perform all functions necessary to ensure effective financial grant management and administration including budget and budget note development and realignment where necessary, project start-up and close-down processes, financial reporting to internal and external stakeholders, financial drawdowns, wire transfers, entry recording and reconciliations, and tracking cash flow and balances of award funds;
- Support the development and implementation of processes and controls to ensure compliance with USAID rules and regulations as well as AKF protocols in close coordination with the LocalImpact Global Lead, AKF USA Programs and Partnerships Director, and AKF USA’s Associate Director of Finance;
- Establish productive working relationship with all field-based finance staff to ensure timely flow of financial reports and funds;
- Input into annual AKF statutory audit processes and requirements;
- Engage compliance consultants and support their internal reviews of the LWA and Associate Awards including follow-up on any recommendations arising from exit reports;
- Contribute to partner financial due diligence;
- Coordinate with LocalImpact Global Lead and AKF field unit senior management to identify and support areas for financial grants training and capacity development;
- Support operationalization of annual goals for LocalImpact;
- Conduct field visits in consultation with the LocalImpact Global Lead and AKF USA Associate Director of Finance to support capacity development, start-up and closeout processes, and regular award financial reviews; and
- Remain flexible and comfortable with a role that may evolve over time.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in Accounting, Business Management, International Relations or Development, Economics, or related field;
- Minimum of 7 years of relevant financial grants management experience on international development proposals and projects, with a minimum of 5 years of experience leading financial management of USAID-funded awards;
- Advanced understanding of accounting practices and principles including accrual-based accounting;
- Strong proficiency with Microsoft Office suite with a particular emphasis on Excel;
- Experience with non-profit grant compliance audits;
- Prior knowledge of and experience with processing accounts payable;
- Experience complying with and applying USAID rules and regulations for US and non-US NGOs;
- Experience contributing to business development financial management including development of proposal budgets and other cost application components including budget notes;
- Ability to thrive in fast-paced, uncertain environments and resolve problems effectively and quickly;
- Experience managing and leading capacity building initiatives;
- Experience in Central Asia and/or Afghanistan preferred;
- Strong English writing and presentation skills;
- Excellent interpersonal and communication skills; and
- Existing ability to work in the United States required.
