Role
The Australian High Commission (AHC) Education & Leadership Portfolio (ELP) manages and oversees the delivery of activities under the Education Capacity Development Facility (ECDF). The ECDF is implemented by Palladium International and provides high-quality technical assistance and program support to the education sector as prioritised by Australia and the Government of Papua New Guinea at national and provincial levels.

Support is provided to the PNG National Department of Education (NDoE), the PNG Department of Higher Education, Research, Science and Technology (DHERST), the Autonomous Region of Bougainville (ARoB), higher education and technical institutions, and other stakeholders in the education sector.

Palladium is engaging a long-term adviser (ARF A3) to be based in Port Moresby to manage ECDF’s grant and subcontractor agreements. The Grants Manager will be responsible for ensuring agreed roles and responsibilities are met by both parties, and intended outcomes are achieved. The Grants Manager will lead a team of project officers to ensure that grants and subcontracts are delivered effectively and efficiently in line with the Head Contract Scope of Services. ”

Key Responsibilities
* Provide oversight and leadership to the ECDF grants program
* Design grant agreements that incorporates the programs GESI strategy and are focused on educational outcomes
* Ensure grant processes regarding procurement, due diligence, child protection, risk assessments and reporting are followed and document appropriately
* Ensure agreements administered by ECDF contribute to a larger program strategy based on ECDF Management and AHC guidance; and
* Develop and regularly update a new agreement policy and expectations induction package, including baselines assessment requirements
