The Need
The Grants Compliance Manager is responsible for ensuring IJM’s grant awards and subawards are administered in compliance with donor rules and regulations and internal policy. This position will also contribute significantly to an organization-wide grants compliance assessment and grants management capacity building program. The position reports to the Director of Grants Management and will sit on the Global Business Solutions team and will be based in the Washington, DC area.

Grant Compliance

  • Manage the organization’s grant compliance assessment process, gathering input from various stakeholders, making recommendations for policy/procedural changes, and ensuring the project is brought to a successful conclusion;
  • Serve as subject matter expert on grant regulations and requirements for U.S./Foreign government and corporate grantor agencies;
  • Maintain awareness on changing regulations and requirements and communicates changes with recommended action plans to key stakeholders;
  • Serve as a key member of grant management teams, providing grant compliance-related technical assistance to HQ and field staff;
  • Review grant solicitations and highlight any compliance-related risks and concerns;
  • Lead the negotiation of all awards, subawards and modifications with grantor agencies, ensuring terms and conditions are agreeable to the organization;
  • Review draft proposals to ensure compliance with donor regulations and internal guidelines;
  • Recommend new policies, policy changes, guidelines, tools and systems that will contribute to more effective grant compliance; and
  • Manage organization’s annual System of Award Management (SAM) registration with the U.S. government.

Capacity Building

  • Contribute significantly to organization-wide grants management capacity building program by developing training curricula, materials and best practices related to grants compliance;
  • Work with grant management staff to develop grant start-up, closeout and monitoring visit training agendas and materials; and
  • Conduct grant compliance training sessions to field and HQ staff. Two-three international workshops per year are anticipated.

Subgrant Administration

  • Lead in the drafting, negotiation and execution of subgrant agreements;
  • Develop/maintain subgrant award templates and ensure templates are continuously updated to reflect changes in government regulations, donor requirements, and/or internal policy;
  • Conduct pre-award risk assessments and screenings for subawardees; and
  • Manage registration process as required compliance with FFATA requirements.


  • Supervise interns/fellows as requested.


  • Bachelor’s degree required or equivalent combination of experience and/or education. Master’s/JD preferred;
  • Minimum 5 years of experience in grant compliance, legal and/or capacity building;
  • Expertise in U.S. government grant regulations required; knowledge of foreign government regulations preferred;
  • Excellent interpersonal and customer-service skills, with exceptional oral and written communication;
  • Experience designing training programs and conducting training sessions to medium-large sized groups in person and remotely; and
  • Experience with an NGO preferred.
